NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS Date of Publication: 11/25/25 CITY OF MOUNT HOPE PO Box 151 Mount Hope, WV 25880 304-877-2211 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Mount Hope. REQUEST FOR RELEASE OF FUNDS On or after December 11, 2025, the City of Mount Hope will submit a request to the West Virginia Development Office for the release of Small Cities Block Grant funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383), as amended, to undertake the following project: Project Title: City of Mount Hope Dunloup Creek Stream Restoration Project Purpose: Cleaning existing ditches to convey stormwater flows more efficiently and install new stormwater infrastructure Location: City of Mount Hope, Fayette County, West Virginia Estimated Cost: $2,600,000.00 HUD Funding: $2,600,000.00 FINDING OF NO SIGNIFICANT IMPACT The City of Mount Hope has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the office of Community Advancement and Development, A Division of the West Virginia Department of Economic Development, 1900 Kanawha Boulevard East, Building 3, Suite 200, Charleston, WV 25305 and may be examined or copied on weekdays from 8:30 A.M to 4:30 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the West Virginia Department of Economic Development, 1900 Kanawha Boulevard East, Building 3, Suite 200, Charleston, WV 25305. It is requested that a courtesy copy be provided to the Region 4 Planning and Development Council. All comments received by December 10, 2025, will be considered by the West Virginia Department of Economic Development prior to authorizing the submission of a request for release of funds. Comments should specify which Notice they are addressing. RELEASE OF FUNDS The West Virginia Department of Economic Development certifies to the US Department of Housing & Urban Development that Jennifer Ferrell in her capacity as West Virginia Community Advancement and Development (WVCAD) Director, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The US Department of Housing & Urban Development's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Mount Hope to use HUD program funds. OBJECTIONS TO RELEASE OF FUNDS The US Department of Housing & Urban Development will accept objections to its release of funds and the West Virginia Department of Economic Development's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the West Virginia; (b) the City of Mount Hope has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the West Virginia Development Office; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to West Virginia Department of Economic Development Office, Building 3, Room 700, 1900 Kanawha Boulevard, East, Charleston, WV 25305-0311.
