NOTICE OF PUBLIC HEARING

Notice is hereby given to any person interested that on the 6th day of August, 2015, the Randolph County Commission adopted a Resolution and Order in which:
I. The Commission set a public hearing regarding the enlargement of the Midland Public Service District’s territory for the 3rd day of September, 2015 at 1:00 p.m., prevailing time, to be held at the Randolph County Courthouse Annex, 4 Randolph Avenue, Elkins, West Virginia.
2. The Commission proposed, subject to the approval of the Public Service Commission of West Virginia, that the territory of the District be enlarged to encompass the following:
Beginning at a point at the south end of the Scott Ford Road Bridge over the Tygart River, the bridge previously referred to as the cement bridge, said point being on the south bank of the river and is in the corporation boundary of the City of Elkins;
Thence in a northwesterly direction with the City of Elkins Corporation boundary on the southern bank of the Tygart Valley River approximately 2,200 feet to the southern abutment of the West Virginia Rail Authority Railroad (formerly CSX Railroad) bridge at the northwest corner of the Bridgewater Estates;
Thence continuing with the City of Elkins corporation boundary leaving the south bank of the river in a northerly direction approximately 100 feet to the center of the Tygart Valley River to a point common with the Leadsville Public Service District;
Thence leaving the City of Elkins Corporate boundary with the center of the Tygart Valley River and with the boundary of the Leadsville Public Service District in a westerly direction approximately 3,200 feet to a point at the south end of the Elkins Flood Control Spillway, a point common to the Huttonsville Public Service District;
Thence continuing upstream with the center of the Tygart Valley River and with the boundary of the Huttonsville Public Service District approximately 40,000 feet to a point south of the Elkins-Randolph County Airport opposite the mouth of the drain leading from the Arnold Hill Road;
Thence leaving the Tygart Valley River up the drain crossing the railroad for approximately 2,000 feet to the Arnold Hill Road;
Thence in an easterly direction with the Arnold Hill Road approximately 350 feet to a point opposite the south line of a parcel of land owned by William Arbogast (DB 229/341);
Thence leaving the Arnold Hill Road with the west line and the south line of the Arbogast property approximately 400 feet to the center of Old U.S. Route 219/250 (Airport Road);
Thence with the center of Old U.S. Route 219/250 in a southern direction approximately 450 feet to a point in the center of the road opposite the end of the south line of a parcel of property owned by Alfred Walker (DB 475/335);
Thence leaving the road in a southeast direction with the south line of Alfred Walker approximately 1600 feet to a point on to of the ridge;
Thence in a southwest direction with the top of the ridge approximately 600 feet;
Thence in a southern direction down the side of the hill thru a small low gap up a small ridge approximately 550 feet to a high point;
Thence with the center of the small ridge in a southwest direction approximately 450 feet to the northeast corner of a parcel of land owned by Harry Daniels (DB 281/794);
Thence in a southwest direction with the Daniels property and continuing with the property of Delmas Dale Reckert, 600 feet to the Reckert corner;
Thence down the hill with the western line of Reeked in a southern direction approximately 500 feet to the center of U.S. Route 219/250 (five lane);
Thence in a southwest direction with U.S. Route 219/250 (five lane) approximately 1,200 feet to the location of the master meter vault where the Midland Public Service District and the Town of Beverly water systems are joined;
Thence leaving the highway in a southern direction with the property line of Michael Pritt (DB 340/268) approximately 450 feet to the property line of Delmas Arbogast (DB 477/334);
Thence with several lines of the Delmas Arbogast property in an easterly and southern direction approximately 1,700 feet to the center of King’s Run;
Thence with the center of King’s Run upstream in a northeast direction for approximately 2,500 feet to the western line for the First Christian Church of Elkins (DB 296/87);
Thence in a northeast direction approximately 2,000 feet meeting with and following the south line of the UPS property (DB562/488) to the center of the King’s Run Road;
Thence in an easterly direction approximately 22,000 feet to the center of Hawflat Knob on the top of Cheat Mountain;
Thence northeasterly with the center of the top of Cheat Mountain approximately 6,000 feet to the Mashey Low Gap at a corner common to Beverly and Leadsville Districts;
Thence in a northwestern direction with the common boundary of Leadsville and Beverly Districts approximately 12,000 feet to the center of Spruce Run;
Thence down Spruce Run crossing Corridor H, The West Virginia Rail Authority Railroad and old Route 33 approximately 1,500 feet to the center of Shavers Fork of Cheat River;
Thence down the Shavers Fork of Cheat River approximately 16,000 feet to a point in the center of the river opposite Western Run;
Thence leaving the Shaver’s Fork of Cheat River in a westerly direction across fields and up with the center of a ridge approximately 6,500 feet to a high point on the top of Cheat Mountain;
Thence north an westerly approximately 7,500 feet with the center of the top of Cheat Mountain passing the upper end of Poe Run Hollow;

Thence crossing Davis Elkins Avenue approximately 40 feet;
