CITY OF BECKLEY, WEST VIRGINIA
FY 2020 ANNUAL ACTION PLAN
As a Federal Entitlement, the City of Beckley, West Virginia receives funding from U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG) Program. With the March 27, 2020 passage of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, the City of Beckley will also receive an allocation of Community Development Block Grant – Coronavirus (CDBG-CV) funds. These funds must be used to prevent, prepare for, and respond to the coronavirus (COVID-19).
Notice is hereby given that the City of Beckley, Raleigh County, WV will hold a public hearing on Monday, August 3, 2020 at 5:00 PM in the:

The City Council Chambers are accessible to persons with physical disabilities. The purpose of the public hearing is to present the City of Beckley’s FY 2020 Annual Action Plan for the use of CDBG and CDBG-CV funds. The City intends to submit its FY 2020 Annual Action Plan in the amount of $335,340 for Community Development Block Grant (CDBG) funds and $197,277 for Community Development Block Grant – Coronavirus (CDBG-CV) funds. The FY 2020 Annual Action Plan will be submitted to HUD on or before August 15, 2020.
To expedite the disbursement of the City’s FY 2020 CDBG and CDBG-CV funds, via 24 CFR 5.110, the CARES Act authorizes HUD to grant waivers to the public notice, public comment, and citizen participation plan requirements found in 24 CFR 91.105I(2) and (k), 24 CFR 91.115I(2) and (i) and 24 CFR 91.401. The City of Beckley’s Citizen Participation Plan has been revised to conform to HUD’s new regulatory requirements, including waivers which were granted to reduce the minimum 30-day public comment period to a 5-day period.
In order to obtain the views of residents, public agencies, and other interested parties, the City of Beckley will place its FY 2020 Annual Action Plan on display from July 27, 2020 through August 10, 2020, at the City of Beckley’s website http://www.beckley.org.
The FY 2020 Annual Action Plan will be available for examination during normal business hours of operation for a period of at least five (5) days until August 10, 2020. The FY 2020 Annual Action Plan will be presented to the Beckley City Council for approval at its regularly scheduled City Council Meeting on August 11, 2020 at 6:30 PM.
The proposed FY 2020 Annual Action Plan was prepared after conducting a public hearing on housing and community development needs and meetings with agencies, and City staff and officials.

All interested persons, groups, and organizations are encouraged to attend this public hearing and will be given the opportunity to present oral or written testimony concerning the proposed plan and uses of Federal funds under the FY 2020 Annual Action Plan.
