UPDATE TO POLICY OF THE TAZEWELL COUNTY PUBLIC SERVICE AUTHORITY
REGARDING MOBILE HOME PARK UTILITY BILLING

PLEASE TAKE NOTICE that the Tazewell County Public Service Authority Board of Directors will conduct a public hearing on December 7, 2020 at 6:00 PM, or as soon thereafter as may be practical, at the Tazewell County Public Service Authority Building, located at 168 Tazewell Mall Circle, Tazewell, Virginia 24651, and hereby gives its intent to consider a Policy Regarding Mobile Home Park Utility Billing.

Pursuant to Section 15.2-5114 of the Code of Virginia (1950), as amended, the Tazewell County Public Service Authority Board of Directors to enact a Policy Regarding Mobile Home Park Utility Billing to provide two (2) options for mobile home park owners who receive water services for their mobile home parks:

Option 1: The Tazewell County Public Service Authority will install a master water meter at the expense of the Tazewell County Public Service Authority to measure the water usage for the entire mobile home park. The mobile home park owner shall be responsible for payment of the quantity of water usage as measured by the master water meter.

Option 2: The mobile home park owner shall upgrade the water lines within the mobile home park to the specifications in accordance with the existing water line construction policy of the Tazewell County Public Service Authority. After the water line construction upgrade has been approved by the Tazewell County Public Service Authority, the mobile home park owner shall execute a Donation Agreement to donate the water lines to the Tazewell County Public Service Authority, which shall serve to transfer ownership of the mobile home park water lines, excluding the service lines from the effluent side of the unit meters to the individual mobile home units. The Tazewell County Public Service Authority will not accept ownership of service lines from the unit meters to the individual mobile home units. The mobile home park owner shall be responsible for all construction, maintenance, and repair to the service lines. Before water services are rendered to any mobile home unit, that mobile home unit owner or tenant shall pay the Tazewell County Public Service Authority a security deposit, in accordance with the existing rate, as stated in the policies of the Tazewell County Public Service Authority. The Tazewell County Public Service Authority shall bill each tenant of the mobile home park in accordance with the readings of the individual unit meters at the existing rates.

All persons wishing to comment on the Policy Regarding Mobile Home Park Utility Billing are hereby invited to attend and state their views thereon. In compliance with the Americans with Disabilities Act, if special assistance is needed to participate in a meeting of the Tazewell County Public Service Authority, please contact the County Administrator’s Office by telephone at (276) 988-1822 or by email at [email protected]. A notification of five (5) working days before the meeting will enable the Tazewell County Public Service Authority to make reasonable arrangements to ensure accessibility to the meeting.

A complete copy of the Policy Regarding Mobile Home Park Utility Billing is also on file in the office of the Administrator of the Tazewell County Public Service Authority, located at 168 Tazewell Mall Circle, Tazewell, Virginia 24651.
