NOTICE OF PUBLIC MEETING CITY OF HUNTINGTON AND THE CABELL- HUNTINGTON-WAYNE HOME CONSORTIUM The City of Huntington and the Cabell-Huntington-Wayne HOME Consortium will conduct a Public Needs Meeting concerning the Fiscal Year 2026 Annual Action Plan for the use of federal Community Development Block Grant Entitlement (CDBG)Program funds, HOME Investment Partnership (HOME) Program funds, and Emergency Solutions Grant (ESG) Program funds. The public meeting will be held at 10 a.m., prevailing time, on Tuesday, December 9, 2025 in the City Council Chambers, Huntington City Hall, 800 5th Avenue Huntington 20701. The Council Chambers and Huntington City Hall are accessible to persons with physical disabilities. The purpose of this public meeting is to gather information for the City's FY 2026 Annual Action Plan, which the City will be submitting to the U.S. Department of Housing and Urban Development (HUD) for the use of CDBG, HOME, and ESG funds. The public meeting will provide an opportunity to solicit the views and comments of individuals and organizations concerning the City's housing, community development, and economic development needs along with the housing needs for the Consortium. The information gathered will be used in the preparation of the City's and Consortium's FY 2026 Annual Action Plan. Based on FY 2025 funding levels, the City of Huntington anticipates receiving an estimated allocation of $1,596,831 in CDBG Program funds and $549,855 in HOME Program funds, which is subject to HUD's formula entitlement allocation of the FY 2026 Federal Funds. The City of Huntington did not receive ESG Program funds in FY 2025. At least 70% of the CDBG funds must benefit low- to moderate-income persons living in the City of Huntington. The following types of activities may be eligible for funding under the CDBG Program: acquisition of property; disposition costs; improvements to public facilities, including the removal of architectural barriers; demolition and environmental clean-up; public services that are new or a quantifiable increase in the level of service; rehabilitation of houses; code enforcement; special economic development activities; special activities undertaken by a community based development organization; home ownership assistance for purchase; planning; environmental reviews; program administration; and other miscellaneous activities. If the City would undertake an activity that would result in the displacement of families or individuals, then the City would utilize its policy for minimizing such displacement. Additionally, the City is responsible for replacing all low- and moderate-income housing units that may be demolished or converted to another use as a result of CDBG funds. HOME funds may be used for any of the following: rehabilitation of owner-occupied housing, assistance to homebuyers, rental housing activities, tenant-based rental assistance, and administrative purposes. ESG funds may be used for five program components: street outreach, emergency shelter, homelessness prevention, rapid re-housing assistance, data collection, and administrative activities. Application packets for FY 2026 CDBG and HOME funds will be available beginning Monday, December 8, 2025 at the City of Huntington, Department of Development and Planning website at: https://www.cityofhuntington.com/city-government/city-departments/planning-development/ or via email request to [email protected]. The deadline to submit a completed application packet to the Department of Development and Planning is 4 p.m., prevailing time, on Wednesday, January 7, 2026.
