NOTICE OF REQUEST FOR APPRAISAL SERVICES PROPOSAL
The Town of Alderson, located in Greenbrier County, Monroe & Summers counties, West Virginia, is requesting proposals from qualified firms to provide certified appraisal services for its Water Treatment Plant Relocation project. Procurement of said services shall be in accordance with OMB Circular A- 102, Attachment 0, Section 11, paragraph C(5). Contracts are to be awarded on a per/hour rate with a ceiling amount. All appraisers interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, and related prior experience.
The objective of the competitive process is to objectively select an appraiser who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily.
Please mail the requested information to the Town of Alderson, PO Box 179, Alderson WV 24740 no later than 4:00 p.m. on May 31, 2022. Please also email a copy to [email protected]. It is the responsibility of the respondent to ensure the receipt of the proposal by the date and time specified.
The Town of Alderson has received a Community Development Block Grant – Mitigation (CDBG-MIT) to fund the project.
The selected firm will be required to comply with all regulations including, but not limited to Title VI of the Civil Rights Act of 1964, Executive Order 11246 and the provisions of Executive Order No. 10925 as included therein, Section 109 of the Housing and Urban Development Act of 1974, Conflict of Interest Statement of Access to Records provision.
The proposed work to be performed may be subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall to the greatest extend feasible, be directed to low-and very low-income persons, particularly persons who are recipients of HUD assistance for housing.
The project sponsor will afford full opportunity for disadvantaged business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the contract award.
This contract will be awarded to the responsible offerer whose proposal is within the competitive range and determined to be the most advantageous to the project sponsor, price and other factors considered.
