NOTICE OF REQUEST FOR BID

Concord University (hereinafter called “OWNER”) on behalf of the Concord University Board of Governors invites qualified vendors to submit sealed bids to provide two (2) 25 passenger buses under a lease/rental agreement. The lease term would be three (3) years/9 months i.e. the buses would be leased 9 months each year.

There will be no down payment on the lease. Concord University will pay an equal amount over the term of the lease to the successful bidder(s) monthly. The successful bidder must present a signed form WV-96 Agreement Addendum when administering any lease/rental agreement forms. This form will be provided by Concord University.

The lease will be based upon 25,000 miles per nine (9) month period for each unit. This equates to 2,778 miles per month for each bus. Vehicles will be subject to an inspection upon delivery and before acceptance. Buses must be available no later than August 13, 2018. If you are unable to meet the August 13, 2018 deadline, there will be penalty of $50 per day per vehicle.

The lease will be a closed end lease so that the vehicles can be returned at the end of the term with no further liability to Concord University. There will be no obligation upon Concord University when the vehicles are returned.

Bidders must provide details on safety rating, recalls and breakdowns on last year’s model. When vehicle breakdown occurs, Concord University will not be liable for any towing services that may be required.

All bids must be submitted in an envelope marked with the proposal name (Passenger Vans).

Sealed bids will be received at the offices of the OWNER, Room A227 in Marsh Hall (Administration Building), located at Athens, West Virginia 24712, until 2:00 p.m., local time, on Monday, June 8, 2018.

The OWNER reserves the right to waive any informalities or minor defects, to reject any and all Bids. Any bid may be withdrawn prior to the above scheduled time for the opening of Bids or authorized postponement thereof. Should there be reasons why the Contract cannot be awarded within the specified period; the time may be extended by mutual agreement between the OWNER and the Bidder.
