NOTICE OF REQUEST FOR ENGINEERING SERVICES The Mon River Trails Conservancy is seeking proposals from qualified engineers with architectural capability for multiple rail-trail maintenance, construction, and improvement projects in Monongalia, Marion, and Preston Counties, West Virginia. The Mon River Trails Conservancy is a 501(c)3 non-profit organization responsible for managing and maintaining a 40+ mile rail-trail system. Projects under the task-order agreement are anticipated to include repairs, access improvements, property survey work, trailhead development, amenities such as way-finding and lighting, hillside stabilization, and infrastructure construction and maintenance to include trail bridges. The scope of work will include but is not limited to: 1) design specifications and engineering plans; 2) preparation of bidding and contract documents including a cost estimate; 3) meeting management during the bid process including any mandatory pre-bid meetings to include a site visit/ walk-through; and 4) monitoring and inspection of construction activities to ensure compliance with plans and specifications. Procurement of said services shall be in accordance with Federal and State laws, rules, and regulations. All parties interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, prior experience with trail or related projects of similar size, scope, and complexity of MRTC's trail system, location of the office where the work will be performed, work to be subcontracted (if any), and management and staffing capabilities. The goal of the competitive process is to objectively select the firm that will provide the highest quality service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily. Demonstrated ability to complete projects in a timely and cost-effective manner will also be considered. Selected respondents will be interviewed and the firm judged most qualified will be selected. Said proposals will be studied by the Mon River Trails Conservancy, who will short list the candidates and interview the top three. Funding for many of these projects comes from grants from the Federal Highway Administration's Recreational Trails Program administered by the West Virginia Department of Transportation, Division of Highways. Design and control of the project must be in conformance with the guidelines of the Recreational Trails Program and/or other funding sources and all applicable State and Federal Regulations.
