NOTICE OF REQUEST FOR
ENGINEERING PROPOSAL
Bradley Public Service District (the “District”), is in the process of obtaining statements of qualifications from interested engineering firms to provide engineering services for its sewerage system improvement project. The services to be provided will include, but not limited to, the following: review and confirmation or modification of existing project design; preparation of all necessary permit applications; preparation of construction plans, specifications, and bidding documents; assistance during bidding; construction administrative services; and construction inspection services.
Sources of funding for the project may include, but not limited to, the West Virginia Bureau for Public Health – Office of Environmental Services, West Virginia Small Cities Block Grant Program, USDA Rural Utilities Service, Appalachian Regional Commission, United States Environmental Protection Agency, West Virginia Drinking Water Treatment Revolving Fund, and West Virginia Infrastructure and Jobs Development Council.
Statements of qualifications should include: 1) letter of interest; 2) firm profile and capabilities; 3) management and staffing information, including resumes of project team members; 4) technical expertise; 5) previous experience relevant to the project and required scope of services; and 6) references.
Procurement of said services will be in accordance with West Virginia Code Chapter 5G and the Federal Procurement Regulations contained in 24 C.F.R. Part 85. All firms interested in being considered for this selection must submit at least five (5) copies of a proposal detailing the requested information.
The goal of the competitive process is to objectively select the firm who will provide the highest quality service. Accordingly, technical expertise and related past experience will be weighed heavily. The District shall evaluate the statements of qualifications and performance data and other material submitted by interested firms and select a minimum of three firms which, in its opinion, are best qualified to perform the desired services. An interview with each firm selected shall be conducted, which may include discussions regarding anticipated concepts and proposed methods of approach. The District shall rank, in order of preference, these three professional firms deemed to be the most highly qualified to provide the services required, and shall commence scope of services and price negotiations with the highest qualified professional firm for architectural/engineering services.
Should the District be unable to negotiate a satisfactory contract with the professional firm considered to be the most qualified, at a fee determined to be fair and reasonable, price negotiations with the firm of second choice shall commence. Failing accord with the second most qualified professional firm, the committee shall undertake price negotiations with the third most qualified professional firm. Should the District be unable to negotiate a satisfactory contract with any of the selected professional firms, it shall select additional professional firms in the order of their competence and qualifications and it shall continue negotiations in accordance with these procedures until an agreement is reached.

Proposals will be accepted until 12:00 p.m. local time, March 15, 2020. The District reserves the right to accept or reject any and/or all submissions. All work will be performed in accordance with the regulations issued by State and Federal agencies relative hereto. The selected candidate will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement and Access to Record Provision.
