NOTICE OF REQUEST FOR QUALIFICATIONS FOR ARCHITECTURAL SERVICES The Elk River Trail Foundation, Inc., located in West Virginia is accepting statements of qualifications from qualified architectural consulting firms to provide architectural design assistance for their Trail Town Implementation Project. Professional services will include but are not limited to the following: providing technical assistance to qualified business owners in and around the trail towns of Clay and Clendenin who apply for a fa ade improvement grant; reviewing applications and making recommendations to the selection committee, development of plans and specifications; assistance with procurement of construction contracts; and construction phase services. In cases where properties are in a National Register Historic District, or a property has historic significance, recommendations will follow Department of Interior Standards. This project is being funded, in part, by an Appalachian Regional Commission Partnerships for Opportunity and Workforce and Economic Revitalization Initiative (ARC POWER) grant. Procurement of services will be in accordance with WV Code Section 5G-1-4 and 2 CFR 200. All firms interested in being considered for this selection must submit an electronic copy of a proposal detailing their qualifications, technical expertise, management and staffing capabilities, related prior experience, and professional references. The goal of the competitive process is to objectively select the firm who will provide the highest quality service. Accordingly, technical expertise and related experience, particularly with properties on the National Register of Historic Places, will be weighed heavily. The candidates judged most qualified based on a review of the statements of qualifications will be interviewed. The firm determined to be the most qualified based on an evaluation of the interviews will be asked to prepare fee proposals for architectural services. The selected candidate will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement, and the Access to Records provisions.
