NOTICE TO
AIRPORT CONSULTANTS

The Raleigh County memorial Airport is hereby soliciting statements of qualifications and experience from Airport Engineering Consultants for projects at Raleigh County Memorial Airport. These projects may include: Future Airport Development Projects, AIP Projects such as Runway Overlay (Rehabilitation) Expansions, Airport Lighting, Navigational upgrades, Airport Operating Areas, Ramp, Apron, Taxiway Expansions, Terminal Rehabilitation, electrical improvements and Equipment acquisition.

Selection criteria will include: Recent experience in airport projects, capability to preform all aspects of projects, reputation, ability to meet schedules with budgets, quality of previous airport projects undertaken, interest shown, internal experienced staff and consultant qualifications. Fees will be negotiated for projects as grants are obtained.

This contract is subject to the provisions of Executive Order 11246 (Affirmative Action to insure Equal Employment Opportunity) and to the provisions of Department of Transportation Regulations 49 CFR Part 23 (Disadvantage Business Enterprises Participation).

The Consultant or subcontractor, by submission of an offer and/or execution of a contract. Certifies that it:
1. Is not owned or controlled by one or more citizens of national of foreign country in the list of countries that discriminates against U.S. firms published by the office of United States Trades Representatives (USTR)
2. Has not knowingly entered into any contract or subcontract for this project with a Contractor that is a citizen of a national of a foreign country on said list, or it is owned or controlled directly or indirectly by one or more citizens or nationals of a foreign country on said list
3. Has not procured any product nor subcontracted for the supply of any product for use on the project that is produced in a foreign country on said list

Unless the restrictions of this clause are waived by the Secretary of Transportation in accordance with 49 CFR 30.17, No contract shall be awarded to a contractor (consultant) or a subcontractor who is unable to certify to the above. If the contractor knowingly procures or subcontracts for then supply of any product or service of a foreign country on said list for use on the project, the Federal Aviation Administration may direct, through the sponsor, cancellation to the contract at no cost to the government.

Airport consultants should submit three copies of their statement of qualifications and experience along with references to the following address, no later than 2:00 p.m., February 17, 2020:
