Hampshire Recycling 2026 DEP REAP Upgrade Project

The Hampshire County Commission is accepting bids for the Hampshire County Recycling 2026 DEP REAP Grant Upgrade Project. This project involves the modernization, expansion and upgrade of the county’s recycling program. The project will be implemented, funded, and completed in 2026.

SCOPE OF WORK
The project is broken into three separate competitive bid requirements. Requirement #1 is for the purchase of a new tracked skid steer. Requirement #2 is for the purchase of three 20-foot tub-type recycling bins. Requirement #3 is for the shortening of four 22-foot recycling bins currently owned and used by Hampshire Recycling.
Requirement #1 (Tracked Skidsteer)
• Horsepower requirements: 65-79 horsepower
• Minimum Lift Capacity: 2100 lbs.
• Enclosed Cab with heat/air
• Joy stick controls
• No attachments included in bid
Requirement #2 (Three 20-foot Tub-Type Recycling Bins)
• Cable roll off system
• Tub-type bin (slanted floors)
• Closeable/Lockable cardboard slots with minimum horizontal opening of 72 inches x 4 inches
• Three slots per side
• Full rear opening door. Must be able to be locked fully open for dumping
Requirement #3 (Shortening of Four 22-foot Recycling Bins)
• Cut down each bin 26-30 inches from rear of each bin
• Relocate rear door and enlarge door to fully open to rear
• Add two cardboard slots between existing slots
• Cut notch longer to accommodate round hook eyelet
• Remove front roller wheels
• Provide all necessary materials for slot and door installation

Bids must be submitted to the Hampshire County Clerk at:

• Bids must be clearly marked on the outside of the envelope as:
“Hampshire Recycling DEP REAP Grant Project, Requirement # (number associated with bid)”
• All bids must be received no later than:
4:00 p.m. on August 17, 2026
ADDITIONAL INFORMATION
• The Hampshire County Commission reserves the right to reject any and all bids or parts thereof.
• All contractors and subcontractors must comply with applicable state and federal regulations and hold appropriate licensure for the work.
• This project is subject to prevailing wage rates as required by law.
