The Greenbrier County Airport Authority will receive Bids for the Infrastructure Improvements, in the Admin Conference Room at the Greenbrier Valley Airport located at 558 Airport Rd, Lewisburg, WV 24901 until July 8, 2026 at 11:00 a.m., at which time and place all Bids received will be publicly opened and read aloud. Bids received after this date and time will not be opened.
The work may be generally be described as, but is not limited to, the installation of new utility infrastructure systems, construction of a 10-unit T-Hangar, associated pavement improvements, grading, drainage improvements, erosion control measures, pavement markings, and all related site development work necessary to complete the project.
Bid Security equal to 5% of the total Bid is required in the form of a cash deposit or a Bid Bond. Contract Security in the form of 100% Performance and Payment Bonds will be required.
No Bid may be withdrawn after closing time for the receipt of Bids for a period of ninety (90) consecutive calendar days.
A non-mandatory Pre-Bid Conference Meeting will be held in the Admin Conference Room at the Greenbrier Valley Airport on June 16, 2026 at 11:00 a.m. The purpose of this meeting will be to familiarize the prospective bidders with the proposed project. The meeting will cover contract scope, bid items, schedule requirements, and any questions from those in attendance.
Questions relating to the Contract and Contract Documents must be submitted in writing to the Engineer no later than 4:00 pm on June 29, 2026.
Bidding and Contract Documents may be requested via email Hunter Boniface ([email protected]) and may be examined at the Greenbrier Valley Airport, Administration Office.
Bidding and Contract Documents may be acquired from the Engineer by email request and sent via FTP. The Greenbrier Valley Airport Authority and Parrish and Partners are not responsible for bid documents obtained from other sources.

By submitting a bid under this solicitation, except for those items listed by the Bidder in a clearly identified attachment to the Bid, the Bidder certifies that steel and each manufactured product, is produced in the United States (as defined in the clause Buy American – Steel and Manufactured Products for Construction Contracts) and that components of unknown origin are considered to have been produced or manufactured outside the United States.
This project is being funded in part with Federal funds from the U.S. Department of Commerce, Economic Development Administration (EDA). Neither the United States nor any of its departments, agencies, or employees is or will be a party to this solicitation or any resulting contract. Federal participation requires compliance with all applicable EDA regulations, including but not limited to Davis Bacon prevailing wage requirements, EDA Contracting Provisions for Construction Projects, and all applicable federal laws.
Each Bidder must be properly licensed by West Virginia Code.
Each Bidder shall certify, by submission of a proposal, that neither it nor its principals is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any Federal department or agency or the State of West Virginia.
The Greenbrier Valley Airport Authority reserves the right to waive any informalities or irregularities in or to reject any or all Bids and to award or refrain from awarding the Contract for the work, whichever is deemed to be in the Authority's best interest.
