PUBLIC NOTICE OF CHANGE IN RATES BY NON-LRR MUNICIPAL UTILITY
NOTICE is hereby given that the City of Parsons, Tucker County, West Virginia, a public utility, has adopted by Ordinance on Tuesday, July 5, 2022 a tariff containing increased rates, tolls, and charges for furnishing water service to approximately 802 customers in and around the Parsons area of Tucker County, West Virginia.
The proposed increased rates and charges will become effective Friday, August 19, 2022, unless otherwise ordered by the Public Service Commission and will produce approximately $40,771 annually in additional revenue, an increase of 10%. The average monthly bill for the various classes of customers will be changed as follows:

Other changes being proposed are:
• An increase in the initial security deposit from $50.10 to $55.12 for all new services will be required
equal to one-twelfth (1/12) of the annual estimated charge for residential service (based on 4,000
gallons or $55.12) or one-sixth (1/6) of the annual estimated charge for all other service.
• An increase in the tap fee from $300.00 to $600.00 will be charged when the utility installs a new tap
to serve an applicant. All customers who apply for service outside of a certificate proceeding before the
Commission for each new tap to the system will be charged this fee.
• A change in the leak adjustment allowance; this would increase the leak adjustment from $4.00 per
1,000 gallons to $4.40 per 1,000 gallons. This adjustment is to be used when a bill reflects unusual
consumption, which can be attributed to eligible leakage on customer’s side of the meter. This rate shall
be applied to all such consumption above the customer’s two-year historical average usage of water.
The increases shown are based on averages of all customers in the indicated class. Individual customers may receive increases that are greater or less than average. Furthermore, the requested rates and charges are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this filing. The Commission shall review and approve or modify the increased rates only upon the filing of a petition within thirty (30) days of the adoption of the Ordinance changing said rates or charges, by:

(1) Any customer aggrieved by the changed rates or charges who presents to the Commission a petition
signed by not less than twenty-five percent of the customers served by such municipally operated public
utility; or
(2) Any customer who is served by a municipally operated electric or natural gas public utility and who
resides outside the corporate limits and who is affected by the change in said rates or charges and who
presents to the Commission a petition alleging discrimination between customers within and without
the municipal boundaries. Said petition shall be accompanied by evidence of discrimination; or
(3) Any customer or group of customers of a municipally operated natural gas utility who are affected
by said change in rates who reside within the municipal boundaries and who present a petition to the
Commission alleging discrimination between said customer or group of customers and other customers
of the municipal utility. Said petition shall be accompanied by evidence of discrimination.

A complete copy of the proposed rates, as well as a representative of the utility to provide any information requested concerning it, is available to all customers, prospective customers, or their agents at the City of Parsons Business Office, 341 Second Street, Parsons, West Virginia 26287.
A copy of the proposed rates is also available for public inspection at the office of the Executive Secretary of the Public Service Commission at 201 Brooks Street, P.O. Box 812, Charleston, West Virginia 25323.
