ALL PROPERTY OWNERS OF UPSHUR COUNTY

In accordance with Chapter 11, Article 3, Section 2A of the West Virginia Code, the Assessor’s office is mandated to notify all property owners whose assessments have increased more than 10{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}. These Notices will be mailed by January 15, 2016.
House Bill 4127 passed by the 1990 West Virginia Legislature requires County assessors to have all real estate on the land books at 60{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} of its current market value. This legislation also requires that assessor’s conduct real estate appraisal every three years to maintain current assessed values on the land book. This year residential property in Banks and Meade districts was reviewed. Other increases may be due to new construction, updating of previous information, values set according to sales or minerals.
If the increase is in coal value, this is in accordance with WV Code 11-1A-11 and 11-1C-5b, which revised the method for valuation of active and reserve coal property.
If the increase is in oil and gas production you received more income from your producing gas well in the year 2014.
Should you have any questions concerning the assessment of your property, please contact my office in person or phone (304) 472-4650. If you disagree with the value of your property, you may also appeal the valuation to the Upshur County Commission sitting as a Board of Review & Equalization in February.
