Amendment to Electric Energy Purchase
Agreement and Associated Ratemaking Treatment
NOTICE OF FILING AND HEARING
On June 5, 2015, American Bituminous Power Partners, L.P. (AmBit), owner of the Grant Town electric cogeneration project, and Monongahela Power Company (Mon Power) filed a joint petition to reopen this proceeding and for approval of a modified Electric Energy Purchase Agreement (EEPA). The Grant Town project is an electric generation facility located in Grant Town, West Virginia, that began operation in 1993 and that uses coal and waste coal. Mon Power purchases electricity from AmBit according to the terms of an EEPA entered into pursuant to the Public Utilities Regulatory Policy Act of 1978, 16 U.S.C. § 824a-3(e) and § 2601 et seq. (PURPA). AmBit and Mon Power request that the Public Service Commission approve amendments to the EEPA that will have a rate impact on customers of Mon Power and The Potomac Edison Company in approximately October 2017.

In addition to AmBit and Mon Power, the Consumer Advocate Division of the Commission (CAD), the West Virginia Energy Users Group (WVEUG), the West Virginia Citizen Action Group (WVCAG) and Staff of the West Virginia Public Service Commission are all parties to this case.
The Commission will conduct an evidentiary hearing in this matter at 9:30 a.m. on Friday, September 11, 2015, at the Commission offices, 201 Brooks Street, Charleston, West Virginia.
