City of Charles Town Planning Commission

Notice is hereby given that a public hearing has been scheduled for Monday December 22, 2025 at 7:00 p.m. in the Charles Town City Hall, 101 E. Washington Street, Charles Town, WV by the City of Charles Town Planning Commission on the following matter:

WV2025-01: US Developers LLC is seeking a waiver from Subdivision/Land Development Ordinance Article 1334 Water Control Standards and from Section 1333.16.A.2 Landscaping Standards – Street Trees. The applicant seeks to develop the property for a mixed-use development of commercial and apartment uses at 231N. Samuel Street. It is located at the intersection of N. Samuel Street and E. North St, and is also identified as Tax District 3/Map 2/Parcel 76. The property is zoned Old Town Mixed-Use Commercial.

SLD2025-04: A request by Elm Street Communities for approval of a preliminary plan of a mixed-use development with development of 180 acres for 595 residential units and 18 acres of commercial sites. The properties are identified as 632 Vinton Lane (Tax District 3, Map 12, Parcel 218) and the larger surrounding tract of Tax District 3, Map 12, Parcel 217. Both properties front Vinton Lane and Berryville Pike, with the larger tract also fronting Augustine Avenue.. The Comprehensive Plan Future Land Use Map identifies these properties as Mixed-Use Residential and General Commercial.

SLD2025-07: DR Acquisitions LLC is seeking approval of a preliminary plan for a 47 homes located on 22 acres near the intersection of Westmoreland and Abigail Street. This is Phase 4 (formerly ED) of the Huntfield neighborhood. The property is also identified as Tax District 3/Map 11/Parcel 1. The property is zoned Neighborhood Commercial, and designated in the Comprehensive Plan Future Land Use Map as Mixed-Use Residential.
