INVITATION TO BID

Sealed bids for the North Queen Street Underpass Improvements Project in Martinsburg, Berkeley County, West Virginia will be received by the City of Martinsburg at the office
of the City Manager,
232 North Queen Street, 2nd Floor, Martinsburg, WV 25401, until 2:00 PM,
local prevailing time on October 5, 2021.

The Bids will be publically opened and read aloud at the same location at that time.

The work primarily
consists of repairing the concrete abutments and wing walls of the CSX Railroad Bridge over North Queen Street. The project also includes replacing railings, guardrail and fences, on and along the walls and sidewalks. The project also includes storm sewer construction on East Liberty Street and related pavement, curb and sidewalk replacement. The time of completion is 210 consecutive calendar days.

West Virginia Code 21-11-2 requires all Bidders desiring to
perform contractual work in West Virginia must have a West Virginia Contractor’s License prior to submitting their bid. Bidders shall include a xerox copy of their Contractor’s License with their bid in accordance with the requirements of West Virginia Code 21-11-11. All Bidders must also be licensed with the City of Martinsburg prior to signing the Contract, and will be required to pay
applicable B&O taxes.

Each Bid shall be
accompanied by security in the form of a certified check or Bid Bond furnished by a solvent surety company authorized to do business in the State of West Virginia, payable to the order of the City of Martinsburg in the amount of not less than five percent (5 %) of the total bid.

The successful Bidder will be required to furnish a satisfactory Performance Bond, Labor and Material Payment Bond, and
Builders Risk Insurance, all in the amount of at least one hundred percent (100%) of the Contract Price.

Bidding Documents, which consist of the Drawings and the Project Manual, may be obtained at the
office of Alpha Associates, Inc. at 535 West King Street, Martinsburg, WV 25401 or by calling 304-264-0051.

Bidding Documents may be obtained by paying $150.00 by check made payable to Alpha Associates, Incorporated or by VISA or MasterCard for each set of documents so obtained. The payment is non-refundable. If documents are to be mailed, a separate non-refundable fee of $25.00 per set is required. Documents may also be obtained electronically at no charge by
registering with the office of the engineer. Addenda, if any, will be issued to only those whose names and addresses are on record of having obtained Bidding Documents.

A MANDATORY pre-bid conference will be held at 2:00 PM on September 14, 2021 at the
Martinsburg City Hall,
232 North Queen Street, Martinsburg, WV 25401. Questions will be received until noon on September 24, 2021. Bid Award will be based on the total of the lowest base bid.

The City of Martinsburg reserves the right to reject any and all bids and to waive any informality in the bidding.
