INVITATION TO BID
The Wheeling Park Commission, a Municipal Park System located in Wheeling, West Virginia, invites proposals to provide all Work, including but not limited to labor, material, equipment supplies and transportation for:
Oglebay Speidel
RT Jones Golf Course
No. 13 Slope Repair
Project consists of all preparatory work including coordination with others to accommodate existing structures and appurtenances, signage, barricades and other provisions to ensure safety of public; all site preparation work; clearing and grubbing work areas, stripping and stockpiling topsoil, installing stone reinforced slope toe, benching slope and installing compacted backfill excavated from site to develop a 3H:1V slope, installing storm drainage system complete with catch basins, manholes, headwall and dumped rock slope protection at headwall outlet; placing topsoil and seeding disturbed areas; disposal of excess soil materials; restoration and cleanup of areas disturbed and miscellaneous associated work.

All Bids must be submitted in accordance with the Bidding Documents issued by the Owner and the Request for Bids. Plans and Bidding Documents may be obtained from the office of the Engineer: Vaughn, Coast & Vaughn, Inc., 154 South Marietta Street, St. Clairsville, Ohio 43950 (740) 695-7256 upon payment of a non-refundable deposit of $25.00 for each electronic copy and $100.00 for each hard copy. Checks are to be made payable to: Vaughn, Coast & Vaughn, Inc.
The above stated deposit is required before the documents can be made available. Bidders who submit a Bid must be a Plan Holder of record at the Engineer’s Office.
Each Bidder must possess a West Virginia Business License and a West Virginia Contractors License at the time of Bid submission.
PREBID MEETING IS SCHEDULED FOR:
Time: 1:00 PM
Date: October 8, 2021
Place: Oglebay Park, Speidel Club House: Locker Room.
At the Pre-bid Meeting, Contractors and their Subcontractors will be permitted to tour the site where the Owner will be available to answer questions.
After the review of the documents and after the pre-bid meeting, written questions only will be addressed by addendum. The written questions must be submitted via email to Engineer at:

Sealed Bids will be received by Wheeling Park Commission until 2:00 PM, on October 25, 2021. Bids may either be mailed to:

The Bids will then be opened publicly at the Lodge in a room to be determined at that time. The Owner reserves the right to reject any or all Bids and to waive irregularity in the Bids and in the bidding.
No Bidder may withdraw his Bid within 90 days after the actual date of the opening thereof.
