Notice is hereby given that the City of Wheeling, WV will receive separate sealed proposals for Architectural and Engineering Services for planning, designing, construction bidding and contract administration in relation to the Wheeling Artisan Center renovation. Responses will be accepted until Thursday, February 3, 2022 at 4:00 P.M. local prevailing time at the office of the City Manager, located at
1500 Chapline Street

Responses received after the request for qualifications deadline will not be accepted.
The City of Wheeling, WV, is seeking Expressions of Interest (EOI) from qualified architectural and engineering firms to provide general comprehensive consulting and professional services for planning, designing, construction bidding and contract administration. Firms interested in participating in this activity will be required to negotiate a contract for services in compliance with Federal and State regulations applicable to engineering and architectural contracts after selection as the best qualified firm.
Professional services may include the following: Architectural, Engineering, Food and beverage equipment consulting. Consulting services relating to the Wheeling Artisan Center project located at 1400 Main Street.
Subsequent to the City’s receipt and review of the EOI’s, interviews may be conducted with the responsible offerors who submitted proposals (THIS MAY BE ALL SUBMITTING FIRMS OR A PARTIAL LIST OF FIRMS). The City reserves the right to select for contract negotiations, the responsible offeror whose EOI is determined to be most advantageous to the City. The Request for EOI’s may be canceled or any or all responses may be rejected, in whole or in part, when it is in the best interests of the City of Wheeling.
This project is subject to the requirements of prevailing wage rates which shall apply to the construction and installation work performed under this solicitation.
