The Office of Environmental Remediation (OER) at the West Virginia Department of Environmental Protection has approved a cleanup method to address environmental conditions at the WV Division of Highways Randolph Co. Headquarters site under the Uniform Environmental Covenants Act-Leaking Underground Storage Tank Program (UECA-LUST #12019.). The applicant, West Virginia Department of Transportation, has been working with the WVDEP since negotiating a UECA-LUST Agreement on April 1, 2011.
The site is located at 76 Country Club Road, Elkins, Randolph County, West Virginia, and is comprised of approximately 1.34 acres of property. Leak # 91-50-L42 was assigned by the West Virginia Department of Environmental Protection as a result of petroleum contamination found during underground storage tank removal at the site in 1991. Site assessment activities confirmed soil and groundwater contamination at the property. Active remediation of soils and groundwater at the property was implemented between August 2006 and May 2007. The site entered the UECA-LUST Program in 2011 to address remaining contamination at the site.
Additional site assessment and characterization activities conducted at the site between August 2007 and June 2019 found the site was eligible for a risk-based closure pending the restrictions of residential and groundwater uses of the site. A Land Use Covenant was developed to limit the future use of the property to non-residential and the prohibition of the usage of groundwater for anything other than remediation and monitoring activities. Monitored natural attenuation has been identified as the remedy for groundwater contamination at the site. Upon completion of remediation, the applicant will submit a Final Report, documenting that all work is complete.
