No.: WV0020281 Applicant: OAK HILL CITY OF PO BOX 1245 OAK HILL, WV 25901 Location: OAK HILL, FAYETTE COUNTY Latitude: 37:58:45 Longitude: 81:08:05 Receiving Stream: Arbuckle Creek, of the New River, of the Kanawha River Activity: To operate and maintain an existing wastewater collection system and an existing 0.75 million gallons per day wastewater treatment plant in a portion of the City of Oak Hill. These facilities are to serve a population equivalent of approximately 10,700 persons in a portion of the City of Oak Hill, and environs, and discharge treated wastewater through Outlet No. 001 to Arbuckle Creek of the New River of the Kanawha River. Also, to operate and maintain an existing wastewater collection system and an existing 0.3 million gallons per day wastewater treatment plant in a portion of the City of Oak Hill. These facilities are to serve a population equivalent of approximately 4,280 persons in a portion of the City of Oak Hill, and environs, and discharge treated wastewater through Outlet No. 002 to Loop Creek of the Kanawha River. Also to accept non-domestic wastewater from Highland Machinery, Kemron Environmental and Little General Store for treatment and disposal. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be land applied, provided that the sewage sludge shall not be applied in a manner that exceeds the agronomic or lifetime loading rates. This land application site meets all other regulatory standards and is identified as follows: Joyce Smith farm, located at Big Run Road, Victor, Fayette County, WV, Betty Spade Farm, Shawver Bridge Road, Hico, Fayette County, WV and Wilford Sampson Farm, located at Sunday Road, Hico, Fayette County, WV. Further, sewage sludge generated and/or processed at the permittee’s facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell. An antidegradation review was performed. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6 for outlets 001 and 002. Business conducted: Municipality Implementation: Compliance with certain terms and conditions of the permit shall be attained in accordance with the schedule established in the permit. On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice.
