Sealed proposals for:
Bid Package #5- Fine Arts Building Renovations at John Marshall High School, Bid Item #1 General Trades, will be received by the Marshall County Board of Education, at its Administrative Offices, Office of the Business Manager, 214 Middle Grave Creek Road, Moundsville, West Virginia 26041, until 1:00 PM local time on Tuesday, May 17, 2016 (Bids received after this time will not be accepted); at which time and place all bids will be publicly opened and read aloud. After opening, the bids will be compared as to quality, thoroughness, and cost by the Owner, and Architect/Engineer (Silling Architects) and the Construction Manager (PCS, Inc.). Lump sum bids are being solicited for Work included in the above referenced Bid Item for the Project Bid Package indicated.
The contract documents may be obtained on or after, Friday April 15, 2016. Bidders interested in submitting bids shall contact the Architect. Email requests for Bidding Documents to Leah Frazier, [email protected] and an electronic version of the bidding documents will be sent out via email. There is no deposit required for Bidding Documents and all printing costs incurred by bidders are non-refundable. The contract documents may be reviewed for bidding purposes without charge during business hours at the offices of the Architect and the Construction Manager. This is a Single Prime Contractor project; Project and Construction Services, Inc., the Construction Manager; and Silling Architects, the Architect, will conduct a MANDATORY PRE-BID CONFERENCE on Thursday, April 21, 2016 at 11:00 AM at John Marshall High School, 1300 Wheeling Avenue, Glen Dale, WV 26038 in the Performing Arts Building, Main Auditorium; all interested Prime Contractor bidders are REQUIRED to attend. Interested sub-contractors and material suppliers are also encouraged to attend. All attendees will be required to park in the north parking lot adjacent to the Performing Arts Building. The purpose of the pre-bid conference is to familiarize the Bidders with bidding requirements and to answer questions regarding the Bidding Documents. PCS will lead a walk-around of the work areas at JMHS following the Pre-Bid Meeting.
All bids must be accompanied by a Bid Bond, executed by the Bidder and an acceptable Surety, in an amount equal to 5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} of the bid. The successful bidder will be required to furnish and pay for a 100{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} Performance and Material Payment Bond in the amount of the bid (including all add alternates), as described in the Instructions to Bidders. Each bidder shall ensure that all employees and applicants for employment are not discriminated against because of race, creed, color, sex, or national origin.
No bidder may withdraw his bid within sixty (60) days after the bid opening. The Owner reserves the right to conduct such investigation as necessary to determine the responsibility of a bidder, and to the extent permitted by state law; Marshall County Schools reserves the right to reject any and all bids, and to make selections from the bids that are solely in the best interest of Marshall County Schools.

Contractors shall comply with all applicable national and state codes and regulations listed in the SBA Supplemental, General and Special Conditions.
Pursuant to Chapter 21-Article 11 of the “West Virginia Contractor Licensing Act” of 1991, al Contractors doing business in West Virginia must be licensed to perform work in the State, the Contractor’s WV License number must be affixed to all submitted construction bids and fully executed and binding construction contracts and agreements.
