NOTICE OF
OPPORTUNITY FOR PUBLIC COMMENT
ON CONSIDERATION OF WELL CASING
CEMENTING
VARIANCE REQUEST

Notice is hereby given that the Chief of the Office of Oil and Gas of the West Virginia Department of Environmental Protection is seeking public comment within the next thirty (30) days on his consideration to grant a variance for the use of the Lafarge OneCem cement blend (OneCem). This variance is being considered pursuant to West Virginia Code of State Rules Section 35-8-14.

Under West Virginia Code of State Rules Section 35-8-9.2.h.2., all cement placed in the wellbore shall meet the ASTM C 150 Standard or API Specification 10A. The OneCem blend has not been approved under the standard or specification. Based on laboratory testing, the blend meets or exceeds all the specific requirements found in West Virginia Code of State Rules Section 35-8-9.2.h.

Utilization of this cement blend is being considered for use on the coal, intermediate and production casing strings. The variance, if granted, will not apply to cementing of freshwater casing strings.
