Sealed bids for the BUILDING RENOVATION/ ADDITION at East Central Ohio Educational Service Center will be received by the Treasurer of the ECOESC, 150 West Main Street, St. Clairsville, OH 43950 until 3:00PM/EST on TUESDAY, JUNE 7, 2016. The bids will be publicly opened and read aloud immediately thereafter in the Office of the Treasurer.
The successful bidder will be required to furnish both a performance bond and a labor/material payment bond in the full amount of the contract price, and cerficates of comprehensive general liability, automobile liability and worker’s compensation insurances. All bidders must be licensed to do business in the State of Ohio.
Plans and Specifications may be examined at The Builders Exchange in Cleveland, OH and Ohio Valley Construction Employers Council in Steubenville, OH or obtained through the architectural firm of Shaeffer & Madama, Inc., 57 Fourteenth Street, Wheeling, WV with a One Hundred Dollar ($100.00) depsoit per set. Deposit monies will be returned to any bona fide bidder returning the documents in good, reusable condition within ten (10) consecutive calendar days following the bid opening; deductions will be made in an amount not to exceed the cost of reproduction for damages to the documents and the cost of postage. Non-bidders will not receive a refund.
A certified check or bank draft in the amount of five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the total amount of the bid, payable to the East Central Ohio Educational Service Center shall be submitted with each bid; or a satisfactory bid bond furnished by a solvent surety company authorized to do business in the State of Ohio in an amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the bid. The certified check, bank draft or bid bond shall be forfeited to the East Central Ohio Educational Service Center as a measure of liquidated damages should the bidder fail or refuse to execute the contract within ten (10) days following written notification of acceptance. The bid bond or check of the unsuccessful bidders will be returned when an award is made; that of the successful bidder will be returned when the contract, bonds and insurance requirements are received and approved. After the scheduled closing time for receipt of bids, no bid may be withdrawn for a period of sixty (60) days.
Completion time is critical to this project and may be a condition of bid selection. Total completion time is forty-five (45) consecutive calendar days from the date of Notice to Proceed or date of contract, whichever is soonest.
The East Central Ohio Educational Service Center reserves the right to reject any or all bids and to waive any informality in the bidding. All bids submitted should be marked on the outside of the envelope as “BID FOR ECOESC BUILDING RENOVATION ADDITION.”
A Prebid Meeting is scheduled for THURSDAY, MAY 26, 2016 at 1:30PM/EST; interested parties are to meet at the Project Site, 67400 Betty Lee Way, St. Clairsville, OH 43950.
