The Ohio County Solid Waste Authority is accepting sealed bids from qualified vendors to provide services for the hauling of various recyclable materials collected at OCSWA’s The Highlands Recycling Center, including, but not limited to: plastics #1 & #2, aluminum, bimetals, cardboard & mixed paper to market. Vendors are responsible for providing appropriate collection containers for the recyclable materials, coordinating timely hauling services with the OCSWA on an as needed basis, and providing transportation of said materials to market for proper recycling. The selected vendor must comply with all federal, state, and local regulations. Anticipated start date of the contract will be August 2022 and will cover the period of the remainder of the fiscal year ending on June 30, 2023.
The vendor shall agree to indemnify and save the OCSWA, including its officers, employees, and agents harmless from any and all claims, demands, damages, actions or causes of action by any act, omission, neglect, and/or misconduct by the vendor.
With the above specifications being met, each proposal must contain the following:
1. Size and type of collection units to be used.
2. All costs associated with site set-up, hauling recyclables to market including fuel recovery fees, completion of all required documentation, and submission to OCSWA of final tonnage reports of types of material hauled to market.
3. An identification of relevant insurances, permits, and/or licensure to provide such service held by the proposing party.
4. A description of proposing party, including, but not limited to: (a) location of principal offices; (b) location of all facilities proposed to be used in carrying out the service detailed in the proposal; and (c) experience with provision of similar services on other projects.
All proposals must be signed by a responsible official of the vendor and be received by the OCSWA, 176 Satterfield Drive, Triadelphia, WV 26059, by Friday, July 15, 2022 at 4:00 p.m. Proposals are good for thirty (30) days.
The OCSWA reserves the right to waive any informality or irregularity in any and all proposals, to reject any or all proposals, and to negotiate with the apparent qualified vendor to such an extent as may be necessary. by Friday, July 8, 2022. Sealed bid opening will occur during the regular Ohio County Solid Waste Authority board meeting on July 28, 2022 at 9am in the City of Wheeling council chambers.
