NOTICE
C-111 ADVERTISEMENT FOR BIDS
Brooke Hills Park Commission (hereinafter called “OWNER”) on behalf of the Brooke Hills Park invites qualified contractors to submit sealed bids for the 2016 Park Improvement Project. Sealed bids will be received at the offices of the OWNER, located at 140 Gist Drive, Wellsburg, West Virginia 26070 until 12:00 p.m., local time, on Friday, June 3, 2016, and then and there the bids will be publicly opened and read.
The project includes, but is not limited to providing all work, labor, materials, equipment, supplies, supervision and transportation per plans and specifications provided by Brooke Hills Park or Larson Design Group. Project includes approximately 880 SY of concrete pavement and sidewalk, 400 LF of sanitary sewer, 220 LF of 2″ waterline, 2 sanitary manholes, 300 LF of duct bank, 480 LF of chain link fence, erosion and sediment controls, and other miscellaneous items required.

All interested bidders are required to register on the website to view and/or acquire contract documents and technical specifications. Hard copy review sets are also located at the office of the OWNER. Bidding documents issued as hard copy for the drawings and specifications will be $85 per set. Amounts paid are not subject to refund. All work will be performed per the outlined plans and specifications. All damage to grounds that occurs during the Phase 1 Project is to be repaired.
Prevailing wages do not apply to this contract.
Bids shall be submitted on the required Bid Form. All blank spaces on the bid form must be filled in (legible form), and the Bid Form must be fully completed when submitted. West Virginia Contractors’ License will be required of all bidders; in addition a current Worker’s Compensation Certificate and Proof of Insurance will also be required along with a Drug Free Affidavit. A Non Collusion Affidavit and a certification of bidder regarding equal employment opportunities must be provided.
Each proposal must be accompanied by a Bidder’s Bond, or certified or cashier’s check in the amount of 5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} of the total base bid.

Hours of operation are 8:00 am to 5:00 pm, Monday through Friday.
The parties to whom Contracts are awarded will be required to execute the agreement.
The OWNER reserves the right to waive any informalities or minor defects, and to reject any and all bids. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Should there be reasons why the Contract cannot be awarded within the specified period; the time may be extended by mutual agreement between the OWNER and the Bidder.
A pre-bid conference will be held at Brooke Hill Park, 140 Gist Drive, Wellsburg, WV, 12:00 PM local time on May 26, 2016 at the Brooke Hills Park Clubhouse. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
