THE CITY OF
WHEELING, WV
Notice is hereby given by the City of Wheeling, Ohio County, West Virginia that it will conduct a public hearing on Wednesday, November 2, 2022, at noon, prevailing time, in the City Council Chambers, City-County Building, 1500 Chapline Street, Wheeling, WV 26003. The City-County Building and the City Council Chambers is accessible to the physically disabled. The purpose of the Public Hearing is to discuss the Section 108 Loan Guarantee Program and the potential use for new development within the City of Wheeling. Under Section 108 of the Housing and Community Development Act of 1974, as amended, the U.S. Department of Housing and Urban Development (HUD) may extend financing to federal entitlements under the Community Development Block Grant (CDBG) Program. Loans may be made to federal entitlements up to an amount equal to five times the amount of their most recent CDBG grant.
Section 108 Loan funds may be used for the following activities:
Acquisition of improved or unimproved real properties
Rehabilitation of real property
Payment of interest on Section 108 obligations
Relocation payments and other relocation assistance
Clearance, demolition, and removal of structures to other sites
Site preparation, including construction, reconstruction, or installation of public utilities
Payment of insurance, underwriting, servicing, trust administrative, and other costs associated with private sector financing
Housing rehabilitation
Economic development activities
Construction of housing nonprofit organizations for homeownership
Establishing a debt service reserve account
Acquisition, construction, reconstruction, rehabilitation, or installation of public facilities (except buildings for the general conduct of government).
Residents, interested parties, developers, firms, or organizations are invited to this public hearing to discuss the potential use of Section 108 Loan Guarantee funds for proposed eligible projects or activities. The City will afford all persons the opportunity to present oral or written comments concerning the use of Section 108 Loan Guarantee funds.
