Invitation To Bid
The Town of Moorefield is requesting bids for (1) restoration of wood siding; soffit and/or fascia; and trim and (2) window and door restoration for the Historic ROBERT HIGGINS HOUSE located at 202 Winchester Avenue Moorefield, WV 26836. Contractors may bid on one or both jobs.
SCOPE OF WORK:
(1) The project includes the restoration of the existing historic wood siding, soffit and/or fascia, and trim which is at different levels of deterioration. a) Remove and replace all wood siding with siding of like profile; b) Repair (or replace, if necessary, with approved material) deteriorated wood of soffit and/or fascia and trim; c) Remove all paint from all exterior wood not being replaced. Paint removal must use the gentlest means possible; d) The wood siding, soffit and/or fascia, and trim must be treated with borates; e) Install a synthetic house wrap, sealing all joints and seams; f) All repaired or replaced wood siding, soffit and or fascia, and trim must be caulked, primed, and painted; g) All debris created by the project must be removed.
(2) The project includes the restoration of the existing historic wood windows and doors which are at different levels of deterioration. There are approximately 9 windows and 3 doors (east side door is not to be restored) at this site. a) Strip all paint from the sashes and scrape and paint the exterior jambs and frames. Paint removal must use the gentlest means possible; b) If the windows and doors are removed, the opening must be secured with plywood; c) Remove glass and glazing compound. Save original glass for reuse; d) Repair, where necessary, frames, sash, muntin, sills, jambs, and moldings to the deteriorated area; e) Install restored windows and doors utilizing existing hardware. Any replacement hardware used must reflect the style of the original hardware; f) The wood windows and doors must be treated with borates; g) The exterior and interior of all restored or repaired windows and doors must be primed and painted (including the sills, interior trim, and molding); h) Weather stripping must be applied to all rehabilitated windows and doors; i) Existing hardware is to be cleaned but not painted; j) Bidder must repair or replace all hardware/cords. All windows must be operable; k) All debris created by the project must be removed.
The completion date for the projects is no later than April 30, 2023 and all bids and completed work will be reviewed by the West Virginia State Historic Preservation Office. Contractors will be selected based upon (1) cost; (2) experience with similar historic preservation projects, wood siding experience and/or historic window repair; (3) proven ability to complete a project. The contractor must carry out the described work in compliance with the Secretary of the Interior’s Standards for Rehabilitation.

The property will be open for a MANDATORY pre-bid walk-through at 10:00am on October 25, 2022. All bids must be received no later than 4:00 pm on November 9, 2022. The bids may be hand delivered or sent via USPS to Town of Moorefield, 206 Winchester Avenue, Moorefield WV 26836.
Partial funds for this project are through the WV State Historic Preservation Office. All applicable federal, state, and local laws, rules, and regulations apply.
