The following has applied to the West Virginia Department of Environmental Protection for a Solid Waste Landfill Permit Renewal National Pollutant Discharge Elimination System (NPDES) Permit:

Location: Along U.S. Route 33, 1.3 miles west of the intersection of U.S. Route 33 and Route 250

Activity: Closure Related Activity Only

The Elkins-Randolph County Landfill is closed and does not receive any waste.

The facility is located along an unnamed tributary of Tygart Valley River, approximately 1.3 miles West of the intersection of U.S. Route 33 and Route 250 in Elkins, Randolph County. The center on the site is 38* 55′ 39″ N latitude and 79* 59′ 12″ W longitude.

All leachate will be collected and trucked to the City of Elkins’ wastewater treatment facility or alternate facility, if for any reason the City of Elkins cannot accept the leachate. This permit does not allow any direct discharge of leachate to waters of the State from this facility

On the basis of review of the application, the Solid Waste Management Act, Chapter 22, Article 15, Sections 5(b) and 5(c); and the West Virginia Solid Waste Management Rule 33CSR1, the state of West Virginia will act on the above application.

Interested persons may submit written comments during the thirty-day (30-day) public comment period, which begins on October 15, 2022 and ends on November 14, 2022 to the following address:

Comments received within this time period will be considered prior to any State action on the subject application. Correspondence should include the name, address, and telephone number of the writer and a concise statement of the nature of the issues addressed.

The draft permit will be on file for public review during the comment period at the West Virginia Department of Environmental Protection Regional Office located at 2031 Pleasant Valley Road, Fairmont, WV, 26554, (304) 368-3960, Monday through Friday.
