TOWN OF BEVERLY
Application of Town of Beverly for certificate
of convenience and necessity to upgrade and
improve the existing sanitary sewer system and
consolidate flow from individual services areas
from the south into a common force main and
upgrade Pump Stations.

NOTICE OF FILING

On September 30, 2022, the Town of Beverly filed an application, duly verified, for a Certificate to construct certain additions and improvements to the District’s sanitary sewer system in Randolph County.

The application proposes to upgrade and improve the existing sanitary sewer system in the Town of Beverly, south of the existing wastewater treatment plant, along Dodson Run Road and in the Beverly Hills subdivision, including upgrading Pump Stations 1, 2, 3, and 5, and constructing new force main pump from Pump Station No. 1 to the wastewater treatment plant in Beverly, Randolph County.

The application is on file with and available for public inspection at the Public Service Commission, 201 Brooks Street, in Charleston, West Virginia.

The Town of Beverly (Applicant) estimates that construction will cost approximately $3,646,000. It is proposed that the construction will be financed as follows West Virginia Infrastructure & Jobs Development Council grant in the amount of $500,000, West Virginia Infrastructure & Jobs Development Council loan in the amount of $310,400, and a U.S. Economic Development Administration grant of $3,241,600.

The utility anticipates charging the following sewer rates for its customers, which are in the process of being enacted by municipal ordinance process:

RATES (customers with metered water supply)
Each 1,000 gallons of water per month $10.96 per 1,000 gallons

FLAT RATE CHARGE (customers with non-metered water supply)
No bill will be rendered for less than $43.19 per month.

DISCOUNT RATE CHARGE
The owner of real property at Location Number 4252-00 shall receive a discounted rate of fourteen and one-half percent (14 ½%) for rates charged for metered water supply under this tariff.

MINIMUM CHARGE
No bill will be rendered for less than $32.88 per month, which is the equivalent of 3,000 gallons of usage with a 5/8″ or 3/4″meter.

DISCONNECT/RECONNECT/ADMINISTRATIVE FEES
Whenever water service, which has been previously disconnected or otherwise withheld for non-payment of a wastewater bill in conjunction with a water service termination agreement with Midland Public Service District, is reconnected, a reconnection fee of $25.00 shall be charged.

RETURNED CHECK CHARGE
A service charge equal to the actual bank fee assessed to the Town or a minimum of $15.00 will be imposed upon any customer whose check for payment of charges is returned by their bank due as a result of nonpayment.

DELAYED PAYMENT PENALTY
On all accounts not paid in full within twenty (20) days of the bill, a minimum of ten percent (10%) will be added to the net amount shown on the bill. This delayed payment penalty is not interest and is to be collected only once for each bill where it is appropriate.

SERVICE CONNECTION (TAP) FEES PAYABLE IN ADVANCE
A tap fee of $600.00 will be charged to the customer for each new wastewater connection.

RECONNECT FEE
When service has been disconnected for non-payment, violation of rules and regulations by the customer, or at the customer’s request, a reconnect fee of $25.00 will be charged.

LEAK ADJUSTMENT RATE
$2.50 per 1,000 gallons is to be used when a bill reflects unusual consumption which can be attributed and documented as an eligible leak on the customer’s side of the meter. This rate shall be applied to all consumption for one billing cycle that is above the customer’s historical six (6) month average usage. (PSC Rules).

SECURITY DEPOSIT
Not to exceed one-twelfth (1/12) of the annual estimated charge for residential service, or one-sixth (1/6) of the estimated charge for commercial service, or fifty dollars ($50), whichever is greater.

SURFACE OR GROUNDWATER SURCHARGE
An additional amount shall be charged where surface or ground water is introduced into the sanitary system where evidence of a violation exists. Surcharge formula to be applied in cases where surface drainage is connected to the utility’s wastewater system.
These rates represent the following project-related increases to become effective upon substantial completion of the project unless otherwise ordered:

The proposed increased rates and charges related to the project will produce approximately $122,643 annually in additional revenue, an increase of 29.6%. The total increase granted will not exceed this estimate unless further notice is provided.

The Town of Beverly is not a multi-jurisdictional utility.

No apportionment of cost of services between jurisdictions is required.

Anyone desiring to protest or intervene should file a written protest or request to intervene within thirty (30) days following the date of this publication unless otherwise modified by Commission order. Failure to timely protest or request to intervene can affect your right to protest aspects of this certificate case, including any associated rate increases, or to participate in future proceedings.

All protests or requests to intervene should briefly state the reason for the protest or request to intervene. Requests to intervene must comply with the rules on intervention set forth in the Commission’s Rules of Practice and Procedure.
