The City of Wheeling has submitted an application to the West Virginia Department of Environmental Protection (WVDEP) to participate in a voluntary environmental cleanup at the Robrecht Property under the Voluntary Remediation and Redevelopment Act. The site is located at 1905 Main Street, Wheeling, Ohio County, West Virginia, and is approximately 3.644 acres in size.
The lot, adjacent to Wheeling Creek and the Ohio River, was once used as a railroad right-of-way. Rail service ceased operations by the 1970s and the rail lines have been removed, although the former rail bridges still connect the Site with WesBanco Arena and the adjacent Heritage Port. The Property is currently utilized for parking and construction material storage. There are soil and groundwater impacts associated with historic railroad use. The City of Wheeling plans to turn the brownfield into a plaza, a trailhead for the Wheeling Heritage Trail, and a parking lot.
The Office of Environmental Remediation (OER) at the WVDEP is currently negotiating a Voluntary Remediation Agreement with the applicant to address environmental conditions associated with the site. The agreement includes provisions for assessing potential environmental contaminants; evaluating human health and ecological risks; establishing remediation standards; and, performing any cleanup necessary to meet the standards. At project conclusion, the applicant will submit a Final Report, documenting that all work is complete.

Proposed Future Use: The City of Wheeling plans to turn the brownfield into a plaza, a trailhead for the Wheeling Heritage Trail, and a parking lot.
