Highline Warren LLC and Struck Oil (Multi) LLC have submitted an application to the West Virginia Department of Environmental Protection (WVDEP) to participate in a voluntary environmental cleanup at the Highline Warren LLC South Property under the Voluntary Remediation and Redevelopment Act. The site is located at 603 Baltimore Avenue, Glen Dale, Marshall County, West Virginia, and is approximately 7 acres in size.

The site was the location of the former Louis Marx Toy Company from 1957 through 1979 and was used to manufacture plastic toys. Potential contaminants associated with the former Louis Marx Toy Company operations could have included glues, paints, plain/glue thinners, and solvents used in plastic toy manufacturing. Given the size of the operation, various petroleum products, including oils, hydraulic fluid, and fuels used in on-site equipment and machines, were also likely stored and used on-site. Three aboveground storage tanks containing hydraulic oil were reportedly located outside of the northwest corner of the building and were associated with the Louis Marx Toy Company operations. Glen-X Machine occupied the Site from 1983 through 2008. Glen-X Machine manufactured brake bands for heavy equipment (cranes, hoists, etc.). Primary operations included cutting, machining, and welding steel strip into brake bands, and vehicle maintenance. From 1989 through 2008, non-asbestos linings were also applied to the metal bands. Potential contaminants associated with the Glen X Machine operations could have included small quantities of oil, hydraulic fluid and fuel used in on-site equipment, as well as paints and lacquer thinner used in preparing the final product. Water soluble cutting oil was used in lathes and other metal cutting machines. The primary contaminants of concern that have been identified at the Site include trichloroethylene, lead, and polychlorinated biphenyls. Highline-Warren LLC (formerly Warren Distribution) has occupied the property since 2009 and plans to continue their operations at the Site.
The Office of Environmental Remediation (OER) at the WVDEP is currently negotiating a Voluntary Remediation Agreement with the applicant(s) to address environmental conditions associated with the site. The agreement includes provisions for assessing potential environmental contaminants; evaluating human health and ecological risks; establishing
remediation standards; and, performing any cleanup necessary to meet the standards. At project conclusion, the applicant will submit a Final Report, documenting that all work is complete.
