Proposal
The City of Wheeling currently has two operating parking garages. The Robert C. Byrd lntermodal Garage and the 10th Street Garage have both been operable for a number of years, the Robert C Byrd Intermodal Garage was constructed in 1995 and the 10th Street Garage was constructed in 1975.
The Intermodal Center, located at 14th and Main Streets in Downtown Wheeling is a 6 story, exposed top floor, precast concrete garage having a footprint of approximately 40,000 square feet. The 10th Street Garage, located at 10th and Market Street is a 4 story, exposed top floor, precast concrete garage having a footprint of approximately 31,000 square feet.
The following items will be included with acceptance of this proposal. Please provide in your proposal all costs associated with the following:
1. Yearly inspection services with maintenance reports generated.
2. Confirmation that the garage is leak free once a year so no area of the structure can be exposed to moisture for an extended period of time.
3. A detailed cleaning once a year – typically after the winter months so salt chlorides are not able to lay on the deck and be reactivated with every precipitation event.
4. Construction scheduling including detailing the best times of year for certain repairs and maintenance.
5. Repair details, material specifications, and material safety data sheets to support the necessary work.
6. A yearly review of the decks performance and behavior under loaded conditions.
7. All work shall comply with requirements of the Precast / Prestressed Concrete Institute.
A City of Wheeling Contractor’s License is required for the successful bidder. Cost is $15.00 per year beginning July 1st and will be prorated for less than one year if applicable.
A West Virginia Contractor’s License is required at the time of bidding.
City of Wheeling contracting privilege tax is $2.00 per $100 of values (2%)
There is a City Service Fee of $2.00 per week for individuals who work within the City of Wheeling. Copies of the regulations, documents, forms, etc. can be obtained from the City Finance Department or accessed online at
wheelingwv.gov.

Tax releases from both City and State must be received before the release of the final payment will be made.
The contractor shall provide a Certificate of Liability Insurance and Worker’s Compensation Insurance.
The City of Wheeling reserves the right to refuse any and all bids. The City also reserves the right to reject or accept partial items (i.e. Inspection for one bidder, cleaning from another). All bids shall be submitted in sealed envelopes and opened on December 1st, 2022 at 2pm in the Office of the City Manager. The selected bidder or bidders shall receive standard City of Wheeling contracts for execution.
