SUBSTANTIAL
AMENDMENTS TO THE FY 2016, FY 2017, FY 2018, FY 2019, FY 2020, AND FY 2021 ANNUAL ACTION PLANS
COMMUNITY

PROGRAM
The purpose of this notice is to present Substantial Amendments to the City of Wheeling’s FY 2016, FY 2017, FY 2018, FY 2019, FY 2020, and FY 2021 Annual Action Plans for the use of Community Development Block Grant (CDBG) funds.
Notice is also hereby given that the City of Wheeling, West Virginia will hold a public hearing on Tuesday, December 20, 2022 at noon, prevailing time, in Council Chambers on the first floor of the City-County Building located at 1500 Chapline Street, Wheeling, WV 26003 on the proposed Substantial Amendments. The City-County Building and Council Chambers are accessible to persons with physical disabilities. The purpose of this public hearing is to present Substantial Amendments to the City’s FY 2016, FY 2017, FY 2018, FY 2019, FY 2020, and FY 2021 Annual Action Plans for the use of CDBG funds. In accordance with program regulations, the City is allowed to make substantial amendments to its Annual Action Plans and Budgets in accordance with the City’s Citizen Participation Plan. The City has determined that it is necessary to amend the approved CDBG program budgets for the previously approved FY 2016, FY 2017, FY 2018, FY 2019, FY 2020, and FY 2021 Annual Action Plans. The funds will be reprogrammed from projects/activities that have been completed to increase funding for other previously approved projects/activities. These are considered substantial amendments in accordance with the City’s Citizen Participation Plan as the following applies: changing the scope of an approved activity.
Proposed Substantial Amendment to the FY 2016 Annual Action Plan:
CDBG-16-04 – Playground Improvements/ Heritage Port. Reduce this project/activity by $690.00 for a new project/activity budget of $49,310.00.
CDBG-16-05 – Playground Improvements/ Citywide. Reduce this project/activity by $17,928.97 for a new project/activity budget of $157,071.03.
CDBG-16-06 – Street Reconstruction. Reduce this project/activity by $9,300.62 for a new project/activity budget of $325,362.38.
CDBG-20-03 – Pulaski Playground Improvements. The above FY 2016 funds will go to increase this project/activity by $27,919.59.
Proposed Substantial Amendment to the FY 2017 Annual Action Plan:
CDBG-17-03 – Fire Hydrant Replacement. Reduce this project/activity by $4,156.35 for a new project/activity budget of $95,843.65.
CDBG-17-04 – Water Valve Replacement. Reduce this project/activity by $16,068.15 for a new project/activity budget of $239,903.85.
CDBG-17-05 – Henderson Street Slip Repair. Reduce this project/activity by $18,050.00 for a new project/activity budget of $48,950.00.
CDBG-17-06 – Jenson Playground. Reduce this project/activity by $20,206.63 for a new project/activity budget of $79,793.37.
CDBG-20-03 – Pulaski Playground Improvements. The above FY 2017 funds will go to increase this project/activity by $39,235.41.
CDBG-21-06 – Storm Sewer Separation Project 37th Street (Alley F to Wetzel). The remaining above FY 2017 funds will go to increase this project/activity by $19,245.72.
Proposed Substantial Amendment to the FY 2018 Annual Action Plan:
Program Income Received. $24,549.25 was received in Program Income but not yet allocated to a project/activity.
CDBG-21-06 – Storm Sewer Separation Project 37th Street (Alley F to Wetzel). The above FY 2018 Program Income funds will go to increase this project/activity by $24,549.25.
Proposed Substantial Amendment to the FY 2019 Annual Action Plan:
CDBG-19-02 – Section 108 Loan Payment. Reduce this project/activity by $21,125.00 for a new project/activity budget of $178,875.00.
CDBG-19-03 – Street Reconstruction. Reduce this project/activity by $63,488.08 for a new project/activity budget of $321,653.92.
CDBG-19-14 – Citywide Playgrounds – Belle Isle and Grandview. Reduce this project/activity by $49,104.29 for a new project/activity budget of $40,895.71.
CDBG-21-06 – Storm Sewer Separation Project 37th Street (Alley F to Wetzel). The above FY 2019 program income funds will go to increase this project/activity by $133,717.37.
Proposed Substantial Amendment to the FY 2020 Annual Action Plan:
CDBG-20-03 – Pulaski Playground Improvements. Increase this project/activity by $67,155.00 for a new project/activity budget of $117,155.00, the sources of which are explained above.
Proposed Substantial Amendment to the FY 2021 Annual Action Plan:
Program Income Received. $10,973.89 was received in Program Income but not yet allocated to a project/activity. These FY 2021 Program Income funds will go to increase the CDBG-21-06 – Storm Sewer Separation Project 37th Street (Alley F to Wetzel).
CDBG-21-06 – Storm Sewer Separation Project 37th Street (Alley F to Wetzel). Increase this project/activity by $188,486.23 for a new project/activity budget of $461,191.23, the sources of which are explained above.
In accordance with the regulations and requirements of the U.S. Department of Housing and Urban Development (HUD), these Substantial Amendments will be on public display for review and comment for a period of thirty (30) days, beginning December 6, 2022. The Substantial Amendments will be available for review at the City’s Economic and Community Development (ECD) Department, City-County Building, Room 305, 1500 Chapline Street, Wheeling, WV 26003 and at The Ohio County Public Library, 52 Sixteenth Street, Wheeling, WV 26003, as well as the City of Wheeling’s website
www.wheelingwv.gov.

All comments received by 4:00 p.m., prevailing time, on January 4, 2023 will be considered by the City of Wheeling prior to submittal of these Substantial Amendments to City Council for approval at their January 17, 2023
Regular Meeting. Once approved, the City intends to submit the Substantial Amendments to HUD on or after January 18, 2023.
All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the proposed substantial amendments to the use of CDBG under the FY 2016, FY 2017, FY 2018, FY 2019, FY 2020, and FY 2021 Annual Action Plans.
