PROPOSED FLOODPLAIN DEVELOPMENT

To All Interested Agencies, Groups and Persons:

This notice is being published in accordance with Executive Order 11988, Floodplain Management, which requires that an opportunity for public review, and an explanation of the decision-making process, be provided when a federally funded action is proposed to be located within a floodplain.

Several Block Groups (BG) within the following Census Tracts (CT) are located in, or partially located in, the 100-year floodplain in which waterline or sewer line projects, Americans with Disabilities Act (ADA) improvements, economic development, brownfield development, property acquisition, building demolition, curb and walk reconstruction, street resurfacing, and public facilities and improvements funded in whole or in part with federal funds through the City of Wheeling, could be situated:

The following are the site-specific activities of the City of Wheeling’s Fiscal Year 2016 Community Development Block Grant (CDBG) Program which are situated within the 100-year floodplain. Any additional projects undertaken within the floodplain will be published at that time:

Street Resurfacing:

*45th Street from Jacob to Wetzel
*46th Street from Eoff to Dead End
*47th Street from Jacob to Wetzel
*Wood Street from 36th to 39th
*New Jersey Street from Ontario to N. Huron

Playground
Improvements:
* Heritage Port
* Pulaski Field
* Bridge Park
* 36th Street
* Block
* Jenson

The facts and reasons for locating the above activities in the floodplain are as follows:

The majority of the developed land area within the political boundaries of the City of Wheeling is at elevations below that of the 100-year floodplain, and many activities are designated to address significant community and economic development needs located within said floodplain. Moreover, many projects will involve the rehabilitation of existing structures without adversely affecting floodway conditions. To deny assistance to floodplain properties would be an inequitable administrative practice.

All significant facts considered in making the determination including alternative sites, designs and actions are as follows:

1. The above-located activities involve the upgrading of an existing facility.
2. The significant community and economic development needs of the City are located in floodplain areas.
3. The majority of the City’s land area is located in the floodplain; there exist no practicable alternatives to undertaking certain projects in the floodplain.
4. The activities will be in accordance with the City’s Floodplain Ordinance.
5. The activities conform to applicable state or local floodplain protection standards.

The activities will be designed or modified to minimize harm to or within the floodplain in the following manner:

1. All federally funded improvements will be designed to withstand flooding of the 100-year intensity, as required in the City’s Floodplain Ordinance.
2. All individuals receiving direct federal assistance will be required to participate in the National Flood Insurance Program.

The National Flood Insurance Program criteria apply to the proposed activity through the developmental requirements of the City’s Floodplain Ordinance and the participatory requirements for Community Development Block Grant (CDBG) beneficiaries. The proposed activity will not adversely affect the natural or beneficial floodplain values in the City.

Additional information respecting the activities mentioned is on file at the above address and is available for public examination and copying, upon request, between the hours of 8:30 a.m. and 5:00 p.m., Monday through Friday, with the exception of legal holidays.

All interested agencies, groups and persons desiring to comment on the above-described activity are invited to submit written comments for consideration by the City of Wheeling to the above address. Such written comments should be received at the address shown above by August 3, 2016. No further action will be taken on the above- named activities until after that date.
