NOTICE
Sealed bids will be received by the Ohio County Commission, Room 215, 1500 Chapline Street, Wheeling, WV 26003 for a Request for Proposal for a contractor to provide a 3 day, 24 hour Homeland Security Emergency Operations course. The course shall be based on FEMA’s Situational Awareness, Common Operational Pictures, and Advanced EOC Management. The course objectives shall be presented as for implementation to be enacted on a regional basis for all counties of the Ohio Valley not only in West Virginia but in Ohio and Pennsylvania. The course shall be provided on October 31, November 1 and 2, 2016.

The content of the course shall meet FEMA CPG101 and all National Incident Management Systems (NIMS) Standards. The course objectives shall be:

To develop and implement Situational Awareness and a Common Operational Picture for disaster of based on all hazards.

Use best practices to facilitate EOC Situational Awareness and Common Operational Picture to system improvement.

Apply the critical steps required for a Situational Awareness and Common Operational Picture to improve critical decision making.

Develop EOC Coordination Process to improve EOC workflow within all Ohio Valley EOCs.

Develop tools and forms to facilitate EOC planning.

Identify the information needed at each stage of EOC planning to conduct effective planning on a regional basis.

At the end of the course, each student shall receive an EOC “guide book” that includes standard operating procedures, checklists, and tools that reinforce the objectives presented in the course.

Bids will be received until 1:00 pm on Monday, August 8, 2016 at which time they will be opened and read aloud. Proposals shall include the presentation of the courses, handouts, and all travel and lodging expenses. As part of the proposal, a sample of an EOC checklist or SOP shall be included along with a reference of an agency where the course was offered with in the last six months. Award will be based on a combination of pricing and the ability to meet the specifications. The Ohio County Commission reserves the right to waive any informality or irregularity in any and all bid guaranty, to reject any or all bids, and to negotiate with the apparent qualified bidder to such extent as may be necessary.

No bidder may withdraw their bid within 60 days after closing time.
