WHEELING PARK
COMMISSION
REQUEST FOR
QUALIFICATIONS (RFQ)
FOR THE PRE-DEVELOPMENT, DEVELOPMENT, CONSTRUCTION, AND POWER PURCHASING AGREEMENT OF SOLAR POWER PROJECTS AND ELECTRIC VEHICLE CHARGING STATIONS THROUGHOUT OGLEBAY AND WHEELING PARK IN WHEELING WV.
NOTICE IS HEREBY GIVEN that the WHEELING PARK COMMISSION, hereinafter referred to as the OWNER, will be accepting responses to a Request for Qualifications until 5:00 PM on March 3rd, 2023 from solar energy development companies that provide consulting services for solar power and electric vehicle charging stations throughout the parks. This should include an assessment of the power use of the parks, noting all meters and electric load, notations of the net metering regulations for each utility location, suggestions for roof solar, covered parking areas, and viable electric charging station locations. The consultant must also seek out project stakeholders who will ultimately finance all projects and will execute any necessary Power Purchasing Agreement, as well as prepare bid documents that will be used to select an engineering, procurement, and construction (“EPC”) contractor for the projects.

All responses to the RFQ’s must be received by the OWNER no later than 5:00 PM on Friday, March 3rd, 2023. One (1) original and four (4) copies of the information (5 total) must be submitted and addressed as follows:

The owner shall evaluate the statements of qualifications and performance data and other material submitted by interested firms and select three or more consultant teams which, in their opinion, are best qualified to perform the desired service.
