This notice is hereby given by the City of Wheeling, Ohio County, West Virginia that it will conduct a public hearing on Tuesday, March 14, 2023 at Noon, prevailing time, in the Wheeling City Council Chambers located on the first floor of the City-County Building, 1500 Chapline Street, Wheeling, WV. The City-County Building is accessible to persons with disabilities. The purpose of the public hearing is to present the City of Wheeling’s HOME-ARP Allocation Plan for the HOME-American Rescue Plan funds. The City intends to submit its HOME-ARP Allocation Plan in the amount of $1,105,104 to the U.S. Department of Housing and Urban Development (HUD) on or before Friday, March 31, 2023.
The HOME-ARP Allocation Plan is required by HUD for the City of Wheeling to receive federal HOME-ARP grant funds. The HOME-ARP Allocation Plan is a strategic plan detailing the process the City will use to allocate funds to assist individuals or households who are experiencing homelessness, at risk of becoming homeless, and other vulnerable populations, by providing affordable rental housing, rental assistance, supportive services, and/or non-congregate shelter for the purpose of reducing homelessness and increasing housing stability.
In order to obtain the views of residents, public agencies, and other interested parties, the City of Wheeling has placed its FY 2021 Annual Action Plan – Substantial Amendment – HOME-ARP Allocation Plan on public display starting Thursday, March 2, 2023 and ending on Thursday, March 16, 2023, after which the Substantial Amendment will be presented to the Wheeling City Council for approval at its regularly scheduled meeting on Tuesday, March 21, 2023. All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the draft FY 2021 Annual Action Plan – Substantial Amendment – HOME-ARP Allocation Plan.
