The Ohio County Commission will accept sealed bids for the Wheeling-Ohio County Airport Air Traffic Control Tower Improvement Project until 1:00 p.m. on Friday, April 7, 2023. At that time, all proposals shall be publicly opened and read aloud in the Ohio County Commission Board Room. Bids must be addressed to Ohio County Commission, 215 City County Building, 1500 Chapline Street, Wheeling, WV 26003, and clearly marked as a bid for: AIP No. 3-54-0030-037-2023, on the outside of the envelope. Bids received after the date and time designated for bid opening, or authorized extension thereof, will not be opened or considered.

There is no cost for digital plans.
The major work items include asbestos abatement, cab glass replacement, building envelope repairs (i.e. guardrail repair and replacement, tuckpointing, flashing repair), replacement of reglet flashing and caulk bed, roof and exterior ladder replacement, interior improvements (i.e. paint, flooring, break area), mechanical improvements (i.e. air handler replacement, ductwork repairs), electrical repairs (i.e. exit signs, emergency lighting, beacon replacement, receptacles), and communication improvements.
The Airport anticipates issuing a notice of award to the responsive low bidder of the federal schedules of work no later than May 1, 2023, with anticipated construction to begin within 90 days of award. If the Airport does not receive a grant from the FAA within the 90-day period, the responsive low bidder of the federal schedules of work will be given the opportunity to hold their bid prices until a grant is issued from the FAA. If the responsive low bidder of the federal schedules of work holds their bid, no bid unit prices will be allowed to be modified; however, if a change in wage rates affects the original bid, a change order can be processed to account for increased wages. If the responsive low bidder of the federal schedules of work does not hold their bid, the project will be rebid.
A Pre-Bid meeting will be held at the Wheeling-Ohio County Airport, 115 Skyway Lane, Wheeling, West Virginia 20063 on Wednesday, March 22, 2023 at 10:00 a.m., local time. The site will be shown to interested bidders at that time. All bidders are advised to examine the site to become familiar with all site conditions.
Each bid must be accompanied by a Certified Check or Cashier’s Check in the amount of not less than five percent (5%) of the total bid, made payable to the Ohio County Commission, or by Bid Bond in like amount executed by a Surety Company.
All bidders are advised that the right is reserved by the Sponsor to waive any informality in, or to reject any or all bids at its sole discretion.
