Wheeling Heritage invites proposals to provide all work, including but not limited to labor, materials, equipment supplies and transportation for Level 1 Renovations at 1400 Main Street in Wheeling. The project scope includes renovations to the first level and atrium; consolidating the existing River City Restaurant into the bar area and converting the existing restaurant space into two commercial retail tenants; repainting of the atrium along with HVAC and lighting upgrade and exterior work with the addition of outdoor dining. The project will be partially funded by HUD and ARPA funds.
Sealed bids will be received by Wheeling Heritage until 11:00 am on Friday, April 7, 2023. The bids are to be delivered by either by mail to Mr. Scott Schenerlein, Wheeling Heritage, 1400 Main Street, 2nd Level, Wheeling, WV 26003 OR via email to Scott Schenerlein at

The bids will be opened publicly at the Wheeling Heritage 2nd Level Conference Room.

A Prebid Meeting is scheduled for 9:00 am on Friday, March 24, 2023 at 1400 Main Street, Wheeling, WV 26003. ATTENDANCE IS MANDATORY, FOR ALL PROSPECTIVE GENERAL CONTRACTORS; optional for interested subbidders and material suppliers. All bidders should attend Meeting to familiarize themselves with the Project conditions and other relevant information.
After the review of the documents and after the pre-bid, written questions only will be addressed by addendum. The written questions must be submitted via email to Julie Doerr at

no later than 12:00 pm on Tuesday, April 4, 2023 with response back to the contractors no later than 12:00 pm on Wednesday, April 5, 2023.
A Bid bond executed by a surety company acceptable to Wheeling Heritage in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award.
No Bid may withdrawn for a period of ninety (90) days after the time of the opening of the Bids.
Any contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a contractor’s license and meets all the qualifications required by the statutes of the State of West Virginia and subdivision in which the work is to be performed.
The Wheeling Heritage (OWNER) reserves the right to reject any or all bids and to waive any informalities therein.
