ADVERTISEMENT FOR BIDS
OHIO VALLEY REGIONAL TRANSIT AUTHORITY (OVRTA) EXTERIOR IMPROVEMENTS
AND ROOFING
REPLACEMENT

Sealed Bids for the Project listed above, will be received by the Owner, Ohio Valley Regional Transportation Authority (OVRTA), 21 S Huron St, Wheeling, WV 26003 until Tuesday, May 30, 2023 @ 2:00 pm, at which time and place all accepted bids will be publicly opened. A two-envelope system will be used. Envelope No. 1 must have the following information present on the front: Name and Address of Bidder, Bid on Contract – OVRTA EXTERIOR IMPROVEMENTS AND ROOFING REPLACEMENT. Envelope No. 1 must contain the following: a second sealed envelope with the Bid Proposal therein, the Bid Bond and other documents enumerated on the Bid Form. The second envelope will not be opened if any of the required first envelope documents are missing.
In general, the Work of the Base Bid package includes but is not limited to Demolition and removal of the existing low slope metal roof system over the bus garages, removal of a flat built-up roofing system over the administration section, and full replacement of all roofing with a new metal roofing system over the garages and administration section of the building. There are several Alternates in the project for related modifications at the garages and alternative roofing systems. Replacement of metal trim, gravel stops and fascia, vent flashing and other miscellaneous roofing related work is also included.
Electronic Copies of the Bidding Documents will be available as early as noon on May 5, 2023, from the office of the Architect, McKinley Architecture and Engineering, Fort Henry Building, 1324 Chapline Street, Suite 400, Wheeling, WV 26003, telephone 304-233-0140; Bidding Documents are being issued in electronic format (PDF) only and will be sent by the Architect to interested parties via file transfer email download only, upon payment of a non-refundable document access fee of $100.00. Only full sets of entire Bidding Documents will be issued by the Architect. With payment of the $100.00 document access fee, the interested party will also be listed by the Architect as a registered bidding document holder. Addenda will be issued by the Architect to registered bidding document holders only, who will automatically receive all addenda in electronic format (PDF) via file transfer email. Additional reproduced paper copies of the initially issued Bidding Documents and any subsequent addenda are also available from the Architect upon request by registered bidding document holders only, and upon payment of a non-refundable cost; contact the Architect for further information.
A Pre-Bid Meeting will be held at the Project Site in the existing Ohio Valley Regional Transportation Authority at 21 S Huron St, Wheeling, WV 26003 on Tuesday, May 16, 2023 @ 10:00 am, local prevailing time, for the purpose of familiarizing Bidders with bidding requirements and to consider questions regarding the Bidding Documents. All potential Bidders are required to attend. Potential sub-bidders and material suppliers are also encouraged to attend.
The Bidding Documents are being provided to the following plan rooms, and depending on access restrictions of each entity, bidders may examine electronic versions Bidding Documents at these locations.

A Bid Bond executed by the Bidder and issued by a surety company approved by and in favor of the Owner, in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award.
No accepted Bid shall be waived or returned because the Bidder failed to or cannot comply with all requirements as set forth in Bidding Documents. Further, the successful bidder will be required to furnish and pay for a satisfactory 100% Performance and Labor and Material Payment Bond in the amount of the contract price.
Bids may not be withdrawn for a period of sixty (60) days without the consent of the Owner.
To the extent permitted by state law, the Owner reserves the right to reject any and all bids, and to make selections from the bids that are solely in its own best interest
