CSO NO.3 LINE
REPLACEMENT
PHASE 2
Sealed proposal shall be received at the office of the Steubenville City Manager located at 115 South Third Street, until June 28, 2023 at 12:00 p.m. local time, for furnishing the materials and performing the labor for the CSO 3 Line Replacement Phase 2 project. Any bids received after the specified time and date will not be considered. All bids will be publicly opened and read aloud. The bid opening will be held in the Pugliese Conference Room at City Hall (115 South 3rd Street; Steubenville, OH).
All work will include, but not be limited to the following: Construction of 24″ SDR 26 PVC sanitary sewer and 42” steel casing via jack and bore, installation of manholes and 24″ piping via open-cut trenching, abandonment of existing sanitary sewers, rehabilitation of existing overflow sewer, modification of existing diversion structure, and associated site work and restoration.
Bid documents include drawings and specifications, as prepared by HDR Engineering, Inc, as well as reports of existing conditions as prepared by others. Bid documents may be obtained in one of the following ways:

Bids shall be on a lump sum and unit price basis and shall be in writing on proposal blanks furnished by the City. The Engineer’s estimated cost for this project is $3,447,000.
The Bid must be accompanied by the Bid Guaranty. At the option of the Bidder, the guaranty may be a Bid Guaranty and Contract Bond in accordance with Section 153.571 of the Ohio Revised Code which is included, or a bid bond on the included form in the amount of one hundred percent (100%) of the amount of the Bid. Cash deposits will not be accepted. The Bid guaranty shall insure the execution of the Agreement and the furnishings of the Surety bond or bonds by the successful Bidder, all as required by the Contract Documents. The successful bidder will be required to furnish and pay for a satisfactory Performance and Payment Bond or Bonds.
This procurement is subject to the EPA policy of encouraging the participation of small businesses in rural areas (SBRAs). Attention is called to the fact that no less than the minimum salaries and wages, as set forth in the contract documents, must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin.
Each bidder is to have performed a pre-bid inspection to examine existing conditions and all surrounding conditions and protection needed affecting the work to be performed. A mandatory pre-bid meeting will be held on Tuesday, June 6, 2023 at 1:30 P.M. in the Pugliese Conference Room at City Hall (115 South 3rd Street; Steubenville, OH). The pre-bid meeting will include a site walk at the project site after the administrative meeting.
The completion date for this project is August 30, 2024.
Procedures for submitting a bid, claiming an error, withdrawing bids, and other pertinent information are contained in the instructions to bidders. The City of Steubenville reserves the right to reject any or all bids, or to waive any informalities in the bidding.

Bids may be held by the City of Steubenville, for a period not to exceed ninety (90) days from the date of the opening of bids, for the purpose of reviewing the bids and investigating the qualifications of the bidders, prior to awarding of the contract.
