REQUEST FOR
PROPOSALS
The Ohio County Solid Waste Authority is requesting proposals for services in connection with the one-day Household Hazardous Waste Collection Program, which the Authority will sponsor on a Saturday in September of 2023.
Proposals must be received by 3pm on Tuesday, June 20, 2023.
The proposal should include the cost for accepting the following items: antifreeze, gasoline, kerosene, paint, paint thinner, used oil, used oil filters, varnish, transmission fluid, turpentine, lighter fluid, rug upholstery cleaner, solvents, pesticides, fluorescent light tubes, swimming pool chemicals, auto and appliance batteries. If there are other items accepted, please list those separately.
The proposal should also reflect the following costs: Mobilization and site set-up on the day of the collection, unloading of vehicles and final inspection of waste before the resident leaves the site, segregation and packaging of materials, completion of all documentation, transportation and disposal of waste off site, and cleanup of site.
Because of the inherent hazardous nature of the material collected, we require that all the contractor provided personnel be 40 hour Haz-Wopper trained as per 40CFR1910.120. The contractor must be able to supply proof of training for all personnel, and provide certificate or certificates of insurance identifying the types and limits of liability insurance coverage held by the proposing party.
The Ohio County Solid Waste Authority reserves the right to waive any informality or irregularity in any and all proposals, to reject any and all proposals, and to negotiate with the apparent qualified company to such an extent as may be necessary.
Proposals should be submitted in a sealed envelope labeled on the outside as “Proposal for Collection of Household Hazardous Waste.” The mailing address is Ohio County Solid Waste Authority, 176 Satterfield Drive, Triadelphia, WV 26059. No bidder may withdraw their proposal within 30 days after opening.

Bid opening will occur during the regular Ohio County Solid Waste Authority meeting on June 22, 2023 at 9am in the City of Wheeling Council Chambers.
