Qualifications
William C. Buckley is requesting bids for the roof replacement of the FriendStone building in Wheeling, West Virginia. The project is to be completed by Tuesday, August 15th, 2023.
Services: The contractor must carry out the described work in compliance with the Secretary of Interior’s Standards for Rehabilitation.
Scope of Work
1. Remove and dispose of existing roof layers to deck, inspect decking for repairs or replacement (using 5/8-inch plywood).
2. The roof assembly shall meet the National Building Code insulation value of R38 using foil face poly-isocyanate insulation (approximately 5 inches).
3. Apply new 60mm single ply membrane using fully adhered installation method.
4. If there is an existing cap, terminate under the existing edge of cap with stainless steel termination bar and Reglet counterflashing with no exposed fasteners.
5. Clean, prime, and seal all seams and end laps of rubber with overlap as recommended by manufacturer.
6. At all plumbing, ventilation, and projections through roof, flashing and counter flashing will be applied. Extend membrane up parapet walls, curbs and roof projections at a minimum of 12 inches.
7. Properly caulk top of all flashing.
8. Roof drain assembly including cage, drain, and connections will be replaced with size to match existing and connected to existing system.
9. Furnish and install 30″ x 30″ protection pad at roof access point and equipment service panel.
10. Install .040 prefinished 6″ gutters and downspouts to match existing, color by owner.
11. Furnish standard 20-year warranty.
12. All work to be performed in a professional manner.
13. Remove and dispose of all job-related debris.
14. Provide warranty certificate to owner prior to final payment.
Mandatory Pre-bid: A mandatory pre-bid will be held on site at 103 S. Penn St. Wheeling, WV 26003 on Friday, June 30th, 2023 at 10am.
Qualifications: Contractor must submit proof of the completion of 3 similar projects within the past four years that have complied with the Secretary of Interior’s Standards for Rehabilitation. The contractor must also prove that they have the ability to complete the project in a timely manner and has appropriate licenses (local and otherwise) and insurances.

Expressions of Interest: Contractors wishing to be considered shall submit the following to William C. Buckley, 103 S. Penn St. Wheeling, WV 26003 by Friday, July 7th, 2023 at 5pm.
1. Letter of interest including lump sum bid proposal.
2. Three previously completed projects, similar in scope that have complied with the Secretary of Interior’s Standards.
3. Contact information for three references.
4. A list of subcontractors, their proposed role in the project, 3 historic projects previously completed and their contact information.
5. Time frame for the completion of the project.
6. A list of contractor licenses and insurances, including WV Business License, WV Contractor’s License, WV Workers Compensation Insurance and Commercial Liability Insurance Certificates.
The work is to include all labor, equipment, material, insurance, tools, permits, licenses and workers compensation necessary for the replacement of the roof on the FriendStone building. All work must meet the standards and best practices on the National Roofing Contractor’s Association (NRCA) and the Sheet Metal and Air Conditioning Contractor’s National Association (SMACNA).
Selection Process: William C. Buckley will review all proposals and select a contractor for the project subject to approval of the State Historic Preservation Office. Selection will be based on cost, experience with historic rehabilitation projects, and the proven ability to complete the project.
William C. Buckley will make his selection within 2 weeks and will want to sign a contract with the successful bidder by Wednesday, July 19th, 2023.
Payment Process: Contractors will be paid for work completed. Contractors must allow approximately 4 to 6 weeks for payment of all invoices. Last payment will be held until work is complete and approved by the State Historic Preservation Office.
