NEW NATATORIUM-AQUATIC CENTER NOTICE TO
ARCHITECTS
Pursuant to West Virginia Code 5G-1-3, the Marshall County Board of Education will be selecting qualified firms to provide architectural and engineering services through this qualifications-based selection process.
Project:
The New John Marshall High School
Natatorium – Aquatic Center Located on the John Marshall High School Campus,
1300 Wheeling Avenue, Glen Dale WV
The new natatorium- aquatic center will be located adjacent to the high school, preliminarily the project consists of a new eight lane, 25-yard, competition pool per WVSSAC requirements. The facility will include bleachers, locker rooms, restrooms, concessions, and office space. In addition, there will be a need for additional space to accommodate a physical therapy and nursing program within the facility. Design work is anticipated to begin as soon as a contract is negotiated with the successful firm and construction to follow. Architects shall be aware of the following Special Requirements for this project:
1. The Architect will be required to provide full architectural and engineering services to include programming, design, bidding, and construction contract administration services.
2. The Architect will be required to show experience with designing similar natatorium-aquatic centers.
3. The Architect shall be responsible to assure that design professionals, with the authority to make decisions on behalf the project design, e.g. architects and MEP engineers, spend a minimum of six hours, in aggregate, per month physically on the project’s construction site as required for observation of the work and it’s level of completion. These six hours shall be divided over a minimum of two days.
4. The final form of agreement for the design services will be the AIA B101- 2017, Standard Form of Agreement between Owner and Architect.
The Board of Education reserves the right to accept or reject any or all Statements of Qualifications submitted. Responding firms will be evaluated and ranked in order of their qualifications. Three firms will be short-listed and interviewed.
Following this evaluation, the Board of Education will enter contract negotiations with the most highly qualified firm. If the Board of Education is unable to reach agreement with the highest rated firm, the board will then begin negotiation with the second highest rated firm and so forth.
Architects are invited to submit four copies of an expression of interest, to include a statement of qualifications, experience, and personnel assigned to the project.
Submittals are to be limited to no more than 20 pages. The outside of the envelope should be clearly marked: “Marshall County Board of Education – Statement of Qualification for Architectural/ Engineering Design Services for the new John Marshall High School Natatorium- Aquatic Center.”
A committee of three to five representatives of Marshal County Schools shall evaluate the statements of qualifications submitted by interested firms and select three firms which, in their opinion, are best qualified to perform the desired service. Interviews with each firm selected shall be conducted and the committee shall conduct discussions regarding anticipated concepts and proposed methods of approach to the Project. The committee shall then rank, in order of preference, no less than three professional firms deemed to be the most highly qualified to provide the services required, and submit these to the Marshall County Board of Education for approval. Upon approval of the Board, Marshal County Schools shall commence scope of service and price negotiations starting with the highest qualified professional firm for architectural and engineering services in accordance with WV5G-3.
