Notice of Request for Engineering Services
The Town of Bethany, West Virginia is seeking Expressions of Interest (EOI) from qualified engineering firms to provide general comprehensive consulting and professional services for planning, designing, construction bidding, and contract administration relative to the Town of Bethany wastewater treatment facility and its compliance with the West Virginia Department of Environmental Protection requirements and recommendations. The specific scope pertains to combined sewer overflow (CSO) as well as inflow and infiltration (I&I) issues within the Town of Bethany, West Virginia.
Firms interested in participating in this activity will assist with negotiation of contract services in compliance with state and federal regulations which may be applicable. Professional services may include engineering, designing, planning, and consulting services as well as miscellaneous services pertaining to the above referenced project. Procurement of said services will be in accordance with West Virginia Code and all firms interested in being considered for this project should submit an original and six (6) copies of the following:
1) Letter of interest (single page);
2) Statement of qualifications and experience of personnel who will actually perform the services;
3) Proof that the firm is registered and licensed to perform the required work in the state of West Virginia, along with proof of adequate insurance;
4) Description of the physical location that the office from which this contract would be serviced, if awarded; and
5) A brief description of recent projects, along with current names, addresses, and contact information for at least three (3) references which include your firms most recently completed projects.
The purpose of this competitive process is to select the firm which will provide the highest quality services at a practical fee. A specific contract for services will be negotiated after a firm has been selected by the Town of Bethany. The town reserves the right to select one or more firms to provide various services and the Town reserves the right to accept or reject any and/or all letters of interest at any time for any reasons.
Attention is directed to the fact that the Town will undertake the project with State and Federal funds. The selected firm may be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement and Access to records provisions and all other requirements as related to federally funded projects.
The Town will afford full opportunity for minority/disadvantaged business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, sexual orientation, sexual identification, age, handicap, or national origin in the contract award.

All expressions of interest must be addressed and submitted to the aforementioned address with the words “Engineer Expression of Interest” marked on the front of the envelope and received by mail by the deadline for submissions which is October 31, 2023, at 5:00 p.m.
