Legal Notice
The Wheeling National Heritage Area is requesting sealed bids for Phase 3: Asphalt Roof Replacement at the Blue Church located at 1206 Byron Street in Wheeling, WV.
The scope of work includes the following but is not limited to:
1. Replacement of damaged or deteriorated wood skip sheathing
2. Removal and disposal of existing roof (asphalt shingles, built up, and sheet metal)
3. Install 100{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} overlay of ½” OSB or Plywood sheathing
4. New super – heavyweight, granule surfaced (Class ‘A’ UL 790 with UL 997 Wind Resistance) with associated starter strip shingles over synthetic overlayment.
5. Removal and disposal of all project-related debris
The project completion date is no later than December 15, 2016 and will be reviewed by the West Virginia State Historic Preservation Office. Contractors will be selected based on (1) cost, (2) experience with similar historic preservation projects, and (3) proven ability to complete a project. The contractor must carry out the described work in compliance with the Secretary of Interior’s Standards for Rehabilitation.

The property will be open for a mandatory pre-bid meeting on October 10, 2016 at 2:00pm EST. All bids must be received no later than 4:00pm on October 19, 2016. Hand deliver or send via USPS to Wheeling Heritage, c/o Bekah Karelis, 1400 Main St. Wheeling, WV 26003. Bids shall be submitted in a sealed envelope upon the forms furnished with the specifications. Bid envelopes shall be marked “Blue Church: Phase 3.”
Partial funds for this project are through the WV State Historic Preservation Office. All applicable federal, state, and local laws, rules, and regulations apply.
