Sealed Bids for the Follansbee Baseball Complex will be received by The City of Follansbee, located at 872 Main Street, Follansbee, in Brooke County West Virginia, until 1:00 p.m., L.P.T., on November 3, 2016 for furnishing labor and materials and performing all Work set forth in the Contract Documents prepared by The Thrasher Group, Inc. Immediately following the scheduled closing time for the reception of Bids, all proposals which have been submitted in accordance with the conditions of the Contract Documents will be publicly opened and read aloud.
The approximate quantities of Work to be Bid upon is as described as follows:
Provide all labor, materials, equipment, tools, fees, bonds, insurance and taxes to construct a new (3) Field Baseball Complex for the City of Follansbee, WV. The new baseball complex is to consist of the following components: (6) new masonry construction dugouts with concrete floors, new 1,800 SF masonry construction concession stand and restroom building, site grading and utility infrastructure for the entire complex (water, power, sewer, communications), conduit and power infrastructure for field lighting to be completed at a later date, field fencing (4′, 6′ & 10′ tall sections) and back stop fencing (20′ tall) for (3) fields (Tee ball/ Mustang-Pinto/ Bronco- Mustang-Pinto), gates, bullpens and other associated fencing requirements, main complex road entry grading, gravel parking areas, new fencing along main WV RT 2, and a new Follansbee Baseball Complex Monument Sign. Also included will be all the utility infrastructure for future buildings and components that are not a part of this bid package.
The Work will be substantially completed by 120 days, with final completion by 150 days. Liquidated damages shall be $500.00 per day.

Complete sets of Bidding Documents may be obtained from the office of The Thrasher Group, Inc., 600 White Oaks Boulevard, P. O. Box 940, Bridgeport, WV 26330, for the following costs:
* Bidding Documents issued as hard copy drawings and hard copy specifications are available for $50.00 per set.
* Bidding Documents issued as digital drawings and digital specifications on a C.D., are available for $25.00 per set.
Amounts paid are not subject to refund.
A two envelope system will be used.
Envelope No. 1 must have the following information presented on the front:

Received by The City of Follansbee
Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1.
Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non- responsive and will be returned to the Bidder.
A Bidder may not withdraw his Bid for a period of ninety (90) days after the date set for the opening of Bids.
Bids shall be accompanied by a Bid Bond payable to The City of Follansbee, an amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the Total Bid.
Bidders must hold a current West Virginia contractor’s license on the date of Bid Opening.
Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders.
The City of Follansbee reserves the right to reject any and all Bids.
A Non Mandatory pre-bid conference will be held at the project site, located at Baseball Fields Press Box building adjacent to Sheetz and directly across from McDonalds on WV RT 2, Follansbee, in Brooke County West Virginia, on October 20, 2016, at 11:00 a.m., L.P.T.
