PROPOSALS
17TH STREET LOT –
PLAYGROUND
IMPROVEMENTS

Laughlin Memorial Chapel is seeking sealed proposals in response to a Request for Proposals to provide all work, including but not limited to labor, materials, equipment supplies and transportation for 17th Street Lot – New Playground Improvements. The project scope includes a new classroom pavilion, outdoor game area, terraced seating area and basketball court area. The project will be funded with U.S. Department of Housing and Urban Development (HUD) funds from the City of Wheeling’s Community Development Block Grant (CDBG) Program. Davis-Bacon wage rates, as established by the U.S. Department of Labor, and other Federal Labor Standard Provisions apply. Bidders shall comply with all State and Federal laws prohibiting discrimination in hiring or employment opportunities.
Sealed bids will be received by Laughlin Chapel until 11:00 am on Tuesday, October 3, 2023. The bids are to be delivered via email to Martha Wright at

The bids will be opened publicly at the Laughlin Memorial Chapel, 129 1/2 Eighteenth, Wheeling, WV 26003

A Mandatory Prebid Meeting is scheduled for 9:00 am on Tuesday, September 26, 2023 at Laughlin Memorial Chapel. ATTENDANCE IS MANDATORY, FOR ALL PROSPECTIVE GENERAL CONTRACTORS. All bidders must attend Meeting to familiarize themselves with the Project conditions and other relevant information.
After the pre-bid meeting and review of the Request for Proposal documents, only written questions submitted via email will be addressed by addendum. The written questions must be submitted via email to Julie Doerr at
jdoerr@millsgrouponline.
com
no later than 12:00 pm on Thursday, September 28, 2023 with responses back to all potential bidders no later than 12:00 pm on Friday, September 29, 2023.
No Proposal may withdrawn for a period of ninety (90) days after the time of the bid opening.
Any contractor submitting a Proposal on this project hereby certifies, indicates, and acknowledges that he/she has a contractor’s license and meets all the qualifications required by the statutes of the State of West Virginia and the City of Wheeling.
The Laughlin Memorial Chapel (OWNER) reserves the right to reject any or all bids in whole or in part, or to waive any informality in bidding, if determined to be in the best interest of Laughlin Memorial Chapel.
